मेरे प्रिय व्यंग्यकार-कवि अशोक चक्रधर ने रायपुर साहित्योत्सव से लौटकर अपने प्रसिद्ध स्तम्भ ‘चौं रे चम्पू’ में इस बार उसी आयोजन पर लिखा है. आप भी पढ़िए- प्रभात रंजन

–चौं रे चम्पू! तू रायपुर साहित्य महोत्सव में गयौ ओ, कौन सी चीज तोय सबते जादा अच्छी लगी?
–चीज़ से क्या मतलब है चचा? खाने-पीने की, ओढ़ने-बिछाने की, आवभगत की या साहित्य-सत्संग में आने वाले किसी भगत की?
–अरे, कोई सी बात बताय दै!
–सबसे अच्छी बात हुई वरिष्ठ कवि-साहित्यकार विनोद कुमार शुक्ल से मिलना। सन् उन्नीस सौ चौहत्तर में सुधीश पचौरी के कमरे पर अशोक वाजपेयी द्वारा संपादित ‘पहचान’ सीरीज़ की ख़ूब चीरफाड़ हुई। उस सीरीज़ में विनोद जी की भी एक कविता-पुस्तिका थी, ‘लगभग जयहिन्द’, लेकिन सभी ने उसे पसंद किया। व्यंग्य का एक निराला और नया अंदाज़ था। होती हुई चर्चाओं के प्रकाश में मैंने सीरीज़ की समीक्षा ‘पहचान अशोक वाजपेयी की’ शीर्षक से लिखी, जो ‘ओर’ नाम की पत्रिका में प्रकाशित हुई। तभी से मेरा मन था कि विनोद कुमार शुक्ल से मिलना है। इसलिेए भी लालायित था कि राजनांदगाँव में उन्होंने गजानन माधव मुक्तिबोध के साथ लंबा समय बिताया। आप जानते हैं कि मुक्तिबोध मेरे आदर्श कवि हैं। मेरी कविताओं को मानवतावादी यथार्थवादी रास्ता वही दिखाते हैं। लेकिन देखिए, विनोद जी से मिलने की चालीस साल पुरानी हसरत अब आकर पूरी हुई।
–कैसी रही मुलाक़ात?
–अत्यंत संक्षिप्त, अत्यंत आत्मीय। ‘लगभग जयहिन्द’ के बाद मैंने उनकी कोई रचना नहीं छोड़ी। जैसे-जैसे उन्हें पढ़ता गया, उनके प्रति स्नेहादर बढ़ता गया। ‘दीवार में एक खिड़की रहती थी’ उनकी अल्टीमेट औपन्यासिक कृति है। पूरा उपन्यास एक महाकाव्य सरीखा है। उपन्यास के प्रारंभ में ही उन्होंने उद्घोषणा कर दी थी कि ‘उपन्यास में एक कविता रहती थी’। उनसे आजानुभुज मिलना और उन्हें साक्षात सुनना इस महोत्सव की सबसे बड़ी उपलब्धि थी मेरे लिए
–का सुनायौ उन्नै?
–छोटी-छोटी अनेक कविताएं सुनाईं। हर कविता में मार्मिक व्यंग्य! पता नहीं क्यों आज के व्यंग्यकार जब व्यंग्य की बात करते हैं तो उनका नाम नहीं लेते। शायद इसलिए कि वे व्यंग्य में हास्य ज़रूरी मानते हैं। ग़रीब की हितैषी संवेदनशील व्यंजना उनके व्यंग्य की सबसे बड़ी शक्ति है।
–तौ सुना उनके संबेदनसील ब्यंग!
–अतुकांत कविताएं यथावत तो मुश्किल से याद रहती हैं पर कुछ पंक्तियां ऐसी हैं जो पिछले चार-पाँच दिन से निरंतर गूंज रही हैं। जैसे उन्होंने कहा कि मैं हिंदी में शपथ लेता हूँ कि मैं किसी भी भाषा का अपमान नहीं करूंगा। कविता में उन्होंने कामना रखी कि उनकी भाषा हर जनम में बदलती रहे। और वे संसार में इसके लिए बार-बार जन्म लेते रहेंगे। कविता के अंत में उन्होंने कहा, मैं कीट-पतंगों से भी यह बात मनुष्य होकर कह रहा हूं। अब चचा, वहां हिन्दी को लेकर काफ़ी चर्चाएं हुईं। मातृभाषा, राजभाषा, संपर्कभाषा, राष्ट्रभाषा, आख़िर हिंदी है क्या? अख़बारों में अशोक वाजपेयी का वक्तव्य बड़ा मोटा-मोटा छपा, हिंदी राष्ट्रभाषा नहीं है। उनके अनुसार यदि किसी एक भाषा को राष्ट्रभाषा माना जाएगा, तो वह भाषा तानाशाह हो जाएगी। उनके अनुसार भारत की सारी भाषाएं और बोलियां राष्ट्रभाषाएं हैं! अंग्रेज़ी के प्रच्छन्न समर्थन के लिए यह बड़ी बारीक कताई है वाजपेयी जी की।
–सो कैसै?
–इस विचार का विरोध करने वाले क्यों चाहेंगे कि अन्य भारतीय भाषाओं के समर्थक न माने जाएं।
–अरे उनकी भली चलाई!
–चचा, आपने विनोद जी का नज़रिया भी सुना। उनके वक्तव्य में एक विश्वदृष्टि है। मनुष्य अगर न समझें तो वे हिंदी में शपथ लेकर कीट-पतंगों को भी सुनाना चाहते हैं। वे संसार की सारी भाषाओं के प्रति आत्मीयता से भरा संवेदनात्मक सोच देना चाह रहे हैं और अशोक जी हिंदी भाषा के तानाशाह होने का ख़तरा दिखा रहे हैं।
–लोग तानासाह होयौ करैं, भासा कैसै है जायगी?
–वही तो बात है चचा! किसी भाषा को मज़हब या शासन से जोड़कर देखना सोचाई को कितना संकीर्ण कर देता है। भाषाओं की आत्मीयताओं की जड़ों में मठा क्यों डाल रहे हैं, खुलकर अंग्रेज़ी मैया की जय बोलें न! इसमें शक नहीं है कि अशोक जी की हिंदी बहुत प्यारी लगती है। हिंदी के वरिष्ठ लेखकों में उनसे ज़्यादा अच्छी अंग्रेज़ी शायद ही किसी की होगी, लेकिन सिद्ध तो करें कि हिंदी पूरे देश को एक सूत्र में पिरोने वाली और बहुवचन की भाषा नहीं है।
–अरे बे तौ स्बयंसिद्ध ऐं! तू उन्ते का सिद्ध करायगौ, रायपुर कौ रायचंद बनैं खामखां! मोय सुकल जी कौ उपन्यास दइयो, खिरकी वारौ।

Назваться брокером недостаточно. Esperio было бы неплохо еще получить официальное разрешение на свою деятельность. Но Сент-Винсент и Гренадины как раз предпочитают те посредники, которым не хочется думать о лицензиях. FSA (регулятор в этой юрисдикции) не выдает подобным онлайн дилинговым центрам лицензии. И вообще он не ведет никакого надзора за их деятельностью.
На главной странице регулятора так и написано, что внесение в реестр — это не гарантия хорошей репутации компании. Российский Центробанк, например, вообще заблокировал сайт Esperio и внес фирму в черный список.
Выводы
Esperio зарегистрирован в офшорной зоне Сент-Винсент и Гренадин, что означает отсутствие контроля со стороны государственных органов. Кроме того, у него нет лицензии на осуществление брокерской деятельности. Торговать на таких площадках не стоит. Это легко обернется потерей капитала.
