कुछ वर्ष पहले मेरे कवि मित्र ओम शर्मा ने बतलाया कि उसके पुस्तकालय में उसके पिता की दूसरी,तीसरी,चौथी और पाँचवीं कक्षा की हिन्दी की पुस्तकें मौजूद हैं। उत्सुकतावश मैं उन पुस्तकों की फ़ोटोकापी ले आया। भोपाल में मैंने आज इन कक्षाओं में चल रही हिन्दी की किताबें खरीदीं और एन.सी.ई.आर.टी. की किताबें भी खरीदीं। इन पुस्तकों के पाठ्यक्रम में परिवर्तन चौंकाने वाले हैं। आज की इन पुस्तकों की छपाई आधुनिक तक्नालाॅजी मौजूद होने के बावजूद भी निकृष्ट और अविचारित है। इन पुस्तकों की प्रस्तुति में लापरवाही और ग़ैरजिम्मेदारी हर पृष्ठ पर बिछी है। निहायत ही खराब काग़ज़ पर छपी इन पुस्तकों में से कुछ में,और जाहिर है कई में, छपाई तिरछी और बेघरबार है। तीन रंगों या चार रंगों में छपी पुस्तकों के चित्रों में रंगों की सिघाई ठीक न होने से उनकी छपाई में हर रंग अपनी जगह से बाहर है। इन किताबों को,जो उसकी अपनी मातृभाषा की किताबें हैं, देखकर ही छात्र के मन में दूसरी कक्षा से ही नफरत पैदा होना शुरू हो जायेगी। वह अपनी मातृभाषा के प्रति ही नहीं,बल्कि सभी चीज़ों से व्यवहार नफरत और एक निश्चित दूरी से अनजाने ही शुरू करेगा। उसके मन में वितृष्णा पैदा होगी। मैं अभी तक इसकी सामग्री पर नहीं गया हूँ। वह तो और डरावना है। अभी इसकी रूपरेखा, प्रस्तुति,छपाई और साज-सज्जा, जो कि बाहरी बातें हैं,उसी पर बात कर रहा हूँ।
दूसरी कक्षा की किताब है,मतलब बच्चों की किताब है, अतः इसके सभी पृष्ठों पर गुब्बारे क्यों छपे होने चाहिए, यह मैं समझ नहीं सका। गुब्बारों के साथ कुछ चिथड़ेनुमा बेमतलब के आकार,गोदा-गादी भी हर पृष्ठ पर है। इस पुस्तक में छपे चित्र,रेखांकन देखकर किसी भी बच्चे के मन में सहज ही आत्महत्या करने का विचार आ सकता है। यदि नहीं आया तो वह अपने जीवन में कभी चित्रों को नहीं देखना चाहेगा। बच्चों के लिए बचकानी पुस्तक बनी हुई है। उसमें बिला वजह आकल्पन किया गया,बिना सोचे बदरंग डाले गये। नीचे न जाने क्यों बहुत सारी गुड़ियाओं के चित्र छपे हैं। दूसरे कवर पर भारत का संविधान किसके लिए छपा है,पता नहीं चलता। दूसरी कक्षा के बच्चे तो अभी वर्णमाला सीख रहे हैं। सोलह लोगों की ‘स्थायी समिति’द्वारा अनुमोदित इस पुस्तक का हर अंश भर्त्सना के लायक है। प्रिण्ट लाइन में छपा है,आकल्पन- गणेश ग्राफिक्स ने किया है। ये गणेश ग्राफिक्स,रोशन कम्प्यूटर्स में किसी व्यक्ति का नाम नहीं है। एक संस्था ने ही इसका आकल्पन किया। स्थायी समिति में एक भी चित्रकार नहीं है, जो पुस्तक के आकल्पन आदि पर नज़र रख सके कि वो स्तरीय है या नहीं। पूर्व कुलपतियों और शिक्षाविदों से भरी यह सोलह सदस्य की स्थायी समिति बिल्कुल अन्जान है इस पुस्तक की प्रस्तुति के लचर और स्तरहीन होने से। इस समिति में इन लोगों को यदि बाहरी साज-सज्जा का ज्ञान या व्यावहारिक समझ नहीं है तो अन्दर जो उत्पात हुआ है उसकी खबर कैसे होगी?पुस्तक के पहले ही पृष्ठ पर ‘माहवारी’ छपी है। इससे पता चलता है कि दूसरी कक्षा के बच्चे को अप्रैल माह में क्या पढ़ना चाहिए,जो वह जुलाई में नहीं पढ़ सकता। हर मास में मासिक मूल्यांकन होगा, यह इस ‘माहवारी’का स्थायी ठेका है।
यहाँ मैं रुककर दूसरी कक्षा का जो पाठ्यक्रम 1927 में अंग्रेज़ों ने तय किया था, उसका वर्णन करना चाहता हूँ। यह पाँचवाँ संस्करण है।
देखने में पुस्तक निहायत ही साधारण साज-सज्जा के साथ छपी है। सुरुचिपूर्ण काले सफेद कुछ रेखांकन हैं,जो स्तरीय हैं। छियानवें पृष्ठ की यह पुस्तक मोटे हरफों में छपी है। पाठ एक के बाद दूसरा निरन्तर छपे हैं। इसमें कुल ग्यारह कविताएँ हैं,जिसमें एक प्रार्थना है, एक पहेली है,बाकी विभिन्न विषयों पर जिसमें तितली, गिलहरी,सवेरा,बनावटी बाघ, सेम और इमली आदि परिचयात्मक कविताएँ हैं,नशे से नुकसान, गड़रिये का लड़का और भेड़िया,मुन्ना और मिट्ठू, उपदेश आदि कविताएँ नैतिकता की जानकारी देती हुई हैं।
पुस्तक में ज्ञानवर्धक पाठ हैं- हमारा शरीर,हवा,नारियल,रेलगाड़ी, लोहा, नमक आदि और नीति-शिक्षा देते हुए मिहनत का फल, गरीब आदमी और उसकी कुल्हाड़ी,घमण्ड से हानि, मेल से लाभ,आपस की फूट, चार अलाल,किये का फल आदि।
पूरी पुस्तक में रुचि से चुने गये पाठ हैं जिसमें दूसरी कक्षा में पहुँचा बालक जो वर्णमाला सीख चुका है,जिसे वर्णमाला में मात्राएँ लगानी आती हैं,उसके लिए पाठ है। कविताएँ सरल और झटपट याद होने वाली तुकान्त कविताएँ हैं।
अब हम ‘भाषा भारती’की सामग्री देखते है। ‘माहवारी’खत्म होते ही आयुक्त,मध्यप्रदेश राज्य शिक्षा केन्द्र का एक लेख है- ‘पुस्तक के बारे में’, जिसमें इस पुस्तक की उपयोगिता के बारे में सफाई दी गई है और यह भी बताया गया है कि छात्रों,पालकों,शिक्षकों और भाषा विषेषज्ञों द्वारा मिले सुझावों को आधार मानकर पुस्तक को नये कलेवर में रचा गया है। पूरी सफाई हास्यास्पद इसलिए हो जाती है कि पुस्तक आपके हाथ में है और वह कुछ और ही कह रही है। पहला पाठ प्रातःकाल है,जिसका एक निहायत ही गन्दा-सा चित्र छपा है, जिसमें प्रातःकाल का चित्रण है ही नहीं। फिर उस चित्र को देखकर उसमें शिक्षण संकेत पढ़ना है,जैसे उसमें बने कबूतरों को कौव्वों की तरह ढूँढ़ना है। पहला पाठ ही चित्र पहचानने का है और चित्र नदारद हैं। चित्र के नाम पर जो भी छपा है,उससे मातृभाषा कैसे सीखेगा, ये कोई स्थायी समिति नहीं बता सकती। इसके बाद वर्णमाला छपी है और शिक्षण संकेत हैं कि बच्चों को क्रम याद करवायें। वर्णों की पहचान और उच्चारण। फिर मात्रा कौन कहाँ लगती है का पाठ। यानी कुछ भी सुविचारित नहीं है और इसलिए पहले सफाई दी गई है,मानो स्थायी समिति अपराधियों की है। वर्णमाला दूसरी कक्षा में सिखाई जा रही है।
कुल नौ कविताएँ हैं- आना मेरे गाँव,मेरा घर,मैं गाँधी बन जाऊँ, अगर पेड़ भी चलते होते,ऋतुएँ,गुड़िया,कौन मेरा देश, बाग की सैर आदि। इसमें बहुत ही मज़ेदार यह है कि कई कविताएँ संकलित हैं,उनका कोई लेखक नहीं है और कई पाठ लेखकगण ने लिखे हैं। इस किताब में ऐसा कुछ नहीं है जो बच्चों के लिए प्रेरणादायी हो और उनके मानसिक विकास में सहायक हो सके। बच्चों से ज़्यादा यह पुस्तक शिक्षक के लिए है, जिसे मान लिया गया है कि वह कामचोर और अज्ञानी है, अतः हर जगह निर्देष दिये हुए हैं।
अब एन.सी.ई.आर.टी. की पुस्तक देखी जा सकती है। ‘रिमझिम-2’,इसका नाम ‘रिमझिम’पढ़कर ही मुझे पता चला कि किसी अदृष्य,अप्रकाशित डिक्शनरी में मातृभाषा का पर्यायवाची शब्द ‘रिमझिम’है। ‘2’तो मैं जानता ही था, ‘दो’ही है। दूसरी कक्षा के लिए। इसमें और ‘भाषा भारती’ में फ़र्क सिर्फ़ इतना है जितना भोपाल और दिल्ली में छपी पुस्तकों के बीच हो सकता है। पुस्तक का प्रारम्भ आमुख से होता है, जिसमें यहाँ भी निदेशक सफाई दे रहा है कि बच्चों के स्कूली जीवन को बाहरी जीवन से जोड़ा जाना चाहिए और यह उस किताबी ज्ञान के खि़लाफ़ पहल है। यानी स्कूल जेल या सुधारगृह हैं जिसमें बच्चे बाहरी जीवन से कटे रहते हैं। यह आशा भी पहले ही पैरा में है कि ‘ये कदम हमें राष्ट्रीय शिक्षा नीति (1986)में वर्णित बाल केन्द्रित व्यवस्था की दिशा में दूर तक ले जायेंगे।’और ये पुस्तक सफलतापूर्वक बच्चों को मातृभाषा से बहुत दूर ले जाती है। प्रयत्नों की सफलता की जिम्मेदारी प्राचार्य और अध्यापक पर डाल दी गई है। इसी में पता चलता है कि पाठ्य-पुस्तक ‘निर्माण’समिति भी है,

बच्चों के जीवन को तबाह और सम्वेदनहीन बनानेवाली किताबें यह बताती है कि इस तरफ सरकार कोई ध्यान नही दे रही है . जानबूझ कए ऐसा किया जा रहा ताकि एक पूरी पीढ़ी को विकलांग बनाया जा सके
बेहतरीन विश्लेषण! पर ये सिर्फ हिंदी नहीं, तकरीबन हर विषय में यही हाल है। इतिहास से लेकर विज्ञान तक, सबमें छेड़-छाड़ हुई है। पिछले दस वर्षों में समाज इस कदर बदला है कि परंपरागत तरीके दृष्टिविहीन हो गये हैं। और अभी समझ में नहीं आता कि क्या पढाया जाये। क्योंकि बच्चे अब सिर्फ पाठ्यपुस्तकें ही नहीं पढते, बल्कि अब उनके पास जानकारी के लिये कई विधायें हैं। इन पुस्तकों की उपयोगिता अब सिर्फ कक्षा पास करने तक में सीमित हो गई है। तुलसी, सूर, रहीम के बारे में पढना अब बेमानी हो गया है। चाहे कोई भी तर्क दे दिया जाये, अब उनका रहना संभव नहीं। सब कुछ गड्ड मड्ड हो गया है। कार्टून, फिल्में, गाने, नये खेल, मोबाइल, कम्प्यूटर के दौर में आरूणि और एकलव्य के बारे में पढ के बच्चे हँसते हैं। एकलव्य वाले में पूछते हैं कि दो थप्पड़ क्यों नहीं लगाया द्रोण को। सारी विडंबनाओं के बावजूद ये भी सच है कि हिंदी कुलीन समाज की उपज थी और अब पैर जमाये रखना इसके लिये मुश्किल हो रहा है। अब जरूरत है नई शिक्षा नीति की जो ना तो पुरातन व्यवस्था का नाम जपकर रोये और ना ही आधुनिकता का लबादा ओढकर अँधी हो जाये। गौरतलब है कि हिंदी के पुरोधा भी फेसबुक पर टाइप करते हैं, जो भी मन में आ रहा है, और ये भी कहते हैं कि मैं फेसबुक पर सक्रिय हूँ, लिख रहा हूँ! वाकई में?
