करीब 40 साल पहले मनोहर श्याम जोशी तत्कालीन विदेश मंत्री अटल बिहारी वाजपेयी के साथ चीन यात्रा पर गए थे, माओ के बाद का चीन धीरे धीरे खुल रहा था. उन्होंने बहुत बारीकी से चीन के बदलावों को दिखाया है. आज मनोहर श्याम जोशी की जयंती पर उसी चीन यात्रा-संस्मरण पुस्तक ‘क्या हाल हैं चीन के’ की भूमिका पढ़िए. जानकी पुल की ओर से मनोहर श्याम जोशी की स्मृति को प्रणाम- मॉडरेटर

अमेरिकी अर्थशास्त्री-राजनयिक प्रो. गालब्रेथ, चीन और अमेरिका के सम्बन्ध-सुधार का भ्रम शुरू होने से पहले चन्द दिनों के लिए चीन गए थे। लौटकर उन्होंने दो-चार लेख लिखे और बाद में उन्हें पुस्तककार भी छपवाया। चीन के सम्बन्ध में इतनी दुबली-उथली किताब प्रकाशित करने का औचित्य प्रोफेसर साहब ने यह बताया-मैं उन चन्द अमेरिकियों में से हूँ जो कम्युनिस्ट चीन देख आए हैं।
मैं समझता हूँ कि आधुनिक चीन के सम्बन्ध में अपनी इस पाण्डित्यहीन पुस्तक के प्रकाशन की सफाई में मुझे भी यही कहना पड़ेगा कि मैं उन चन्द (शायद कुल जमा तीन) हिन्दी पत्रकारों में से हूँ जिन्हें माओ के बाद का कम्युनिस्ट चीन देखने का अवसर मिला है।
चीन में मैं लगभग तीन सप्ताह रहा। एक बुजुर्ग किन्तु अश्रद्धालू पत्रकार के अनुसार किसी भी देश के सम्बन्ध में पुस्तक लिखने के लिए प्रवास की यह अवधि सर्वथा आदर्श है। इससे कम अवधि केवल एक लेख, या हद से हद लेखमाला करने का प्रस्तावित प्रेरित कर सकती है। इससे ज्यादा अवधि, अज्ञान के अनेकानेक आयाम उजागर कर जाती है और यह सोचने के लिए मजबूर करती है कि पुस्तक लिखने का अधिकार तुम्हें है कहाँ ?
इससे स्पष्ट है कि जो लोग कम्युनिस्ट चीन में बहुत लम्बे अर्से तक रहें हैं या जो उसके विशेषज्ञ हैं, उन्हें इस पुस्तक में बहुत सी कमियाँ-कमजोरियाँ, गलतियाँ-गलतफहमियाँ नजर आने की आशंका है। सच पूछिए, तो आशा अगर किसी बात की है, तो इसी की कि पड़ोसी चीन के विषय में जिज्ञासु औसत भारतीय को इस पुस्तक से कुछ मोटी-मोटी जानकारी प्राप्त हो सकेगी और साथ ही इस पहेलीनुमा देश के बारे में एक तटस्थ पत्रकार के मूल्यांकन पर।
कम्युनिस्ट चीन लम्बे अर्से तक शेष संसार से कटा हुआ रहा। भारत से शुरू में उसके सम्बन्ध मधुर थे और भारत इस बात के लिए यत्नशील रहा था कि नए चीन को मान्यता मिले। पश्चिमी देशों से उसके सम्बन्ध जुड़े। लेकिन सीमा के सवाल पर स्वयं भारत से चीन के सम्बन्ध बिगड़ गए और 62 के सीमायुद्ध की ज्वालाओं में भाई-भाई वाला दौर खाक हो गया। यद्यपि दोनों देशों में राजनयिक सम्बन्ध बने रहे लेकिन सांस्कृतिक आदान-प्रदान समाप्त हो गया। इस तरह भारत और भारतीयों के लिए भी चीन क्या एक अजनबी देश बन चला।
कितना अजनबी, यह मुझे तब मालूम हुआ, जब चीन के लिए रवाना होने से पहले मैंने यह जानने की कोशिश की कि फरवरी में चीन के विभिन्न भागों में मौसम कैसा रहता है ? कपड़ों के चुनाव के लिए यह जानकारी जरूरी थी लेकिन भारत की राजधानी में प्रामाणिक रूप से इस विषय में कुछ बता सकने वाला कोई नहीं मिला। विदेश विभाग से प्राप्त सूचना के अनुसार पीकिंग में फरवरी में इतनी ठंड पड़ती है कि होश फाख्ता हो जाएँ। इससे यही अनुमान किया जा सकता था कि वहाँ फरवरी में भी तापमान शून्य से काफी नीचा रहा होगा लेकिन यह धारण गलत निकली।
इसी प्रकार मुझे कोई यह नहीं बता सका कि स्विस एयर का जो विमान बम्बई-पीकिंग की सीधी उड़ान भरता है वह किस रास्ते होकर जाता है। इतना स्पष्ट था कि सीधी-सी उड़ान के लिए वह बैंकाक-हांगकांग वाला टेढ़ा रास्ता नहीं पकड़ता होगा। तो क्या वह हिमालय पार कर तिब्बत के ऊपर से होता हुआ जाता है ? स्विस एयर की स्थानिक प्रतिनिधि तक इस जिज्ञासा का समाधान नहीं कर पाईं, शायद इसलिए कि भारत से पीकिंग जाने वाले यात्री तब तक नहीं के बराबर रहे हों। वास्तव में सीधी उड़ान के लिए स्विस एयर की यह सेवा बम्बई-नागपुर-हीराकुंड-कलकत्ता-चटगाँव-माण्डले होता हुआ उत्तरी बर्मा, उत्तरी लाओस और दक्षिणी चीन की त्रिसन्धि पर पहुँचता है, मेकोंग नदी पार करता है और फिर चीनी इलाके पर पीकिंग की ओर उत्तर दिशा में बढ़ जाता है।
यही नहीं कि चीन के सम्बन्ध में ऐसी सामान्य जानकारी का अभाव रहा है बल्कि यह भी कि चीन की नीति-राजनीति के सम्बन्ध में जो साहित्य उपलब्ध है वह परस्पर विरुद्ध वक्तव्यों, सूचनाओं से भरा पड़ा है। माओ का चीन देखने के बाद जहाँ कई प्रशंसकों ने उसे मानवजाति के उज्ज्वल और सफल भविष्य का प्रारूप ठहराया था और फतवा दिया था कि चीन में नए मानव का उदय हो रहा है वहाँ कई निन्दकों ने उसे एक निहायत ही घटिया गरीब और आतंक शासित साम्यवादी देश ठहराया था।
यह भी उल्लेखनीय है कि अलग-अलग दौर में प्रशंसकों ने भी अलग-अलग बातों के लिए चीन का गुणगान किया था। मिसाल के लिए जब एक उग्र माओवादी दौर में श्रमिकों को अधिक उत्पादन के लिए किसी भी प्रकार की आर्थिक प्रेरणा देना गलीज काम ठहरा दिया गया तब प्रशंसकों ने कहा कि माओ, पश्चिम की भौतिक, अर्थलोलुप, संस्कृति के दुष्प्रभावों से चीन को मुक्ति दिला रहे हैं। अब जब चीन, बोनस देने की बात कर रहा है तब प्रशंसक इसलिए खुश हैं कि चीन भी पश्चिम देशों-जैसा एक समृद्ध और शक्तिशाली देश बनने की तह पर लग गया है।
कभी-कभी एक ही व्यक्ति ने भिन्न दो कालों में इस तरह दो सर्वथा विरुद्ध बातों के लिए चीन की प्रशंसा की है। कुछ चीन प्रशंसक ऐसे भी हैं जिन्होंने माओ के चीन में गुण गाए थे लेकिन माओ के बाद चीन पर फिलहाल कुछ भी नहीं कहा है। मिसाल के लिए ब्रितानी पत्रकार और पण्डित डेविड सेलबोर्न ने ‘एन आई टू इण्डिया’ में इन्दिरा गाँधी के भारत की भरपूर निन्दा करने के बाद ‘एन आई टू चाइना’ नामक पुस्तक में उग्र माओवादी दौर में चीन की भाव-विह्वल स्तुति की थी। सेलबोर्न, विभिन्न पत्र-पत्रिकाओं में लेख लिखते रहे हैं। लेकिन अब तक उन्होंने यह कहने की जरूरत नहीं समझी है कि जिस चीन में आज माओवाद की कट्टरता को उखाड़ फेंका जा रहा है उसके बारे में उनका क्या ख्याल है।
संक्षेप में यह कि मैंने चीन-यात्रा ऐसे समय में की जब कि यह पहेलीनुमा देश आर्थिक, राजनीतिक संक्रमण के दौर में था और उसके विषय में सचमुच कुल मिलाकर पहले से अधिक बढ़ चला था। उसकी पहचान के लिए माओ के चीन में प्रशंसकों-निन्दकों की पोथियाँ नामाफी हो चली थीं और यह भी तय नहीं था (न अब तक है) कि माओ के बाद का चीन ‘आधुनिकता’ की साधना में पश्चिम देशों-जैसा हो जाएगा, कि स्तालिन के बाद का सोवियत संघ-जैसा ?
और तो और हम भारतीय पत्रकारों के लिए, जो तत्कालीन विदेश मन्त्री बाजपेयी के साथ चीन गए थे यह अनुमान कर सकना भी मुश्किल था कि क्या माओत्तर चीन सचमुच भारत से फिर भाई-भाई का नाता कायम करना चाहता है ? श्रीमती गाँधी के शासन काल से ही सम्बन्धों को सामान्य करने की जो प्रक्रिया शुरू हुई थी क्या वह इस यात्रा से जोर पकड़ेगी ?
यह कहना भले ही ठीक है कि नेहरू ‘चीनी खतरे’ से बेखबर नहीं थे और न ही वह किसी रूमानी पूर्वाग्रह से त्रस्त थे, पर इसका यह मतलब नहीं निकाला जाना चाहिए कि इस ‘समझदारी’ में भारतीय राजनयिकों की उल्लेखनीय भूमिका थी। उन्हें नए चीन में भारत की आँख-कान बनना था। माना कि काम कठिन था पर जरा देखें कि इनमें से अधिकांश ने किया क्या ?
श्री के.पी. मेनन युद्धकाल में ही औपनिवेशिक सरकार द्वारा ‘एजेण्ट जनरल’ बनाकर पीकिंग भेजे गए थे। वह पाणिक्कर की नियुक्ति तक चीन में भारत के राजदूत रहे। उन्होंने अपने कार्यकाल का एक बड़ा हिस्सा बिताया गोभी के रेगिस्तान को पैदल नापते। इस घुमक्कड़ी से पता नहीं कुछ रोचक संस्मरणों के अलावा उन्हें या देश को क्या हासिल हआ ?
पाणिक्कर पारम्परिक-शैली के राजसी राजनयिक थे। सुसंस्कृत-सुरुचिपूर्ण-बौद्धिक-भद्रपुरुष थे। उन्होंने अपनी आत्मकथा में विस्तार से इस बात का वर्णन किया है कि कैसे गृहयुद्ध चीन में संस्कृत नाटकों का मलयालम में अनुवाद कर वे अपने को व्यस्त रखते थे। ठाले-बैठे (अधिकतर पश्चिमी) राजनयिकों के मनोरंजन के लिए एक ‘ताश क्लब’ भी उन्होंने चलाया। उनके शिकवे-शिकायतें इस तरह के भी मिलते हैं कि क्रान्ति के बाद चीन में नौकर कितने महँगे और सरचढ़े हो गए थे। ऐसे मिजाज वाले राजदूत को देखकर यदि चीनी भारत को सामन्ती बेड़ियों में जकड़ा ही समझते रहे तो उन्हें ज्यादा दोष नहीं दिया जा सकता।
मेनन और पाणिक्कर के कार्यकाल में जो ‘तेजस्वी’ होनहार युवा राजनयिक चीन में कार्यरत थे उनके पराक्रम भी कुछ विचित्र नहीं। प्रोफेसर जयन्तनुज बन्द्योपाध्याय ने (जो स्वयं राजनयिक रह चुके हैं) अपनी पुस्तक में वह प्रसंग दिया है जब श्री इन्द्रजीत बहादुर सिंह ने चाऊ-एन-लाई की ‘राजनयिक’ चुनौती माओ ताई (चावल की शराब) पीने के मोर्चे पर स्वीकर की थी और उन्हें ‘चित्त’ कर दिया था।
इसी तरह की अपनी उपलब्धि का सगर्व वर्णन श्री टी.एन. कौल ने अपनी जीवनी ‘डिप्लोमेसी इन पीस एण्ड वार’ में किया है जब उन्होंने एक बार राष्ट्रहित में अपना जिगर जलाते 18 प्याले गटक लिए थे। पता नहीं वैसे यह यथार्थवादी-अनुभवी राजनयिक यह समझ रहे थे कि अतिशय शिष्टाचारी-सामन्ती-औपनिवेशिक शैली अपनाना क्रान्तिकारी चीन में काम का सिद्ध होगा। इस तरह के सहयोगियों से पते की बात कैसे मालूम हो सकती थी।
कृष्ण मेनन ने माइकेल ब्रेचर के साथ जो लम्बी बातचीत की उसके प्रकाशन से भी यही पता चलता है कि भारत और चीन के संस्कार और शैली के टकराव ने निश्चय ही विवाद को विकट बनाया था। कृष्ण मेनन ने यह बात बेहिचक स्वीकार की कि नेहरू और वे (स्वयं) अंग्रेजों-अमरीकियों के साथ बात करना सहज पाते थे। चाऊ एन लाई को वे सुलझा हुआ, संसदीय प्रणाली में निष्ठा रखने वाला उदारपन्थी/मध्यमार्गी समझते थे। पता नहीं चीनी गृहयुद्ध क्रान्ति के इतिहास से सुपरिचित होने के बाद भी किस आधार पर उन्होंनें ऐसी मान्यता बनाई थी।
चीन के बारे में आधी-अधूरी जानकारी के लिए सिर्फ राजनेता, नौकरशाह, राजनयिक ही जिम्मेदार नहीं। इस बात से कतराना कठिन है कि बौद्धिक विशेषज्ञ बिरादरी ने भी देश को निराश ही किया है। इस संदर्भ में नेहरू युग के अनुभव की याद ताजा रखना भी सार्थक है और भविष्य के लिए उपयोगी।
‘हिन्दी-चीनी भाई-भाई’ वाले वर्षों में बड़े पैमाने पर शिष्टमण्डलों, विद्वानों-छात्रों का आदान-प्रदान हुआ। इनमें से कुछ ने उल्लेखनीय विशेषज्ञता भी हासिल की। पर भारत-चीन सम्बन्धों में तनाव बढ़ने के साथ ही रातोंरात यह चीन के मित्र देशद्रोही के रूप में पूछे जाने लगे। कुछ ने चुप्पी साध ली, कुछ ने जान बचाने, या ऊपर उठकर आगे बढ़ने को सरकार का दामन थाम लिया। सरकारी गोपनीयता के अनुष्ठान ने बची-खुची कसर पूरी कर दी। दुभाषिए विदेश मन्त्रालय में जा दुबके और अनुवादक सैनिक विद्यालयों में। 1962 के बाद चीनी-पत्रिकाओं के पढ़ने पर रोक लगा दी गई और इस तरह चीन विद्या विशारदों की एक पूरी पीढ़ी निकम्मी बना दी गई।
1962 के बाद लगभग एक दशक तक अमरीकियों को यह लगता रहा कि उनके चीन विषयक सामरिक हितों का संयोग भारत के साथ हो रहा है। इस दौरान भारतीय चीन विशारदों की एक नई पौध तैयार की गई। फोर्ड निधि को उदारता से इनकी विधिवत् दीक्षा केलिफोर्निया आदि में हुई। अन्तर्राष्ट्रीय सहयोग से स्थापित ‘चीन अध्ययन’ विभागों में ऐसे कोई आधा दर्जन लोग आज प्रतिष्ठित हैं। इस बात को प्रमाणित करने के लिए विशेष श्रम की आवश्यकता नहीं कि अधिकतर इनका ‘विश्लेषण’ अपने अमरीकी सहकर्मियों की रुचियों-रुझानों और स्थापनाओं को ही प्रतिबिम्बित करता है।
चीन के बारे में जानकारियों, चीन विषयक प्रकाशकों, विदेश भ्रमण आदि के लिए अमेरिकी सेतु की उपयोगिता बनाए रखना ही इनमें से अधिकांश को राष्ट्रहित नजर आता है। कुछ को यह भी लगता है कि जब तक भारत-चीन सम्बन्ध तनावपूर्ण रहते हैं, तभी तक इनकी पूछ होगी। निश्चय ही भारत-चीन विवाद का निबटारा इन ‘पण्डितों’ के शोधपूर्ण कृपाकटाक्षों या इनके स्वयं प्रचारित ‘शिखर-राजनय’ पर निर्भर नहीं तथापि ठकुर-सुहाती कहने-सुनने का लालच और विषय को अनावश्यक रूप से दुरूह-गहन बनाना सिर्फ घातक भ्रांतियों को ही पनपा सकता है।
भारत-चीन सम्बन्ध के ‘सामान्यीकरण’ का राजनयिक अभियान आरम्भ हुए लगभग 10 वर्ष बीत चुके हैं। हानि-लाभ, समस्याओं-सम्भावनाओं का लेखा-जोखा तैयार करने का समय कब का हो चुका है। नेहरू के कार्यकाल के 18 वर्षों में मैत्री और शत्रुता वाले काल खण्ड लगभग बराबर रहे थे। उसके बाद एक युग (12 वर्ष) सम्बन्ध-विच्छेद, बेरुखी का चला। यदि इस स्थिति को बदलना जरूरी समझा गया तो क्यों और इसके क्या परिणाम हुए और हो सकते हैं ? राष्ट्रहित में यही होगा कि अतीत के बोझ, ‘कटु यादों’ को उतार फेंका जाए और भारत-चीन विवाद-संवाद के बारे में देशी नजरिये से ठण्डे दिमाग से सोचना शुरू किया जाए।
इसमें जिम्मेदार नागरिकों की भूमिका तथाकथित विशेषज्ञों से कम महत्त्वपूर्ण नहीं।
लगभग 4 दशकों में फैले पं. जवाहरलाल नेहरू के सार्वजनिक जीवन की कोई और घटना इतना सालने वाली नहीं, जितनी भारत-चीन सीमा विवाद और 1962 में सैनिक मुठभेड़ में इसकी दुखद परिणति। अनेक विद्वानों का मानना है कि इस बात से नेहरू का नादान भोलापन ही नहीं पता चलता, बल्कि अन्तर्राष्ट्रीय राजनीति में आदर्शवाद की निरर्थकता भी उजागर होती है। आज तक घाव छूने पर दर्द करता है। कुछ वर्ष पहले वियतनाम पर हमला करते वक्त चीनियों ने यह घोषणा की थी कि ‘दण्डानुशासन वाली कार्यवाही’ 1962 के नमूने पर ही की जा रही थी। इस तरह के वक्तव्यों को सुना-अनसुना करना असम्भव है।
अर्थात् बीस साल बाद भी ‘संघर्ष’ के विश्लेषण की सार्थकता की संगति बची हुई है।
दुर्भाग्यवश युद्धकाल में अन्ध देशभक्ति का जो बुखार चढ़ता है उसे उतारने में देर लगती है। आज तक भारत-चीन सीमा विवाद का जिक्र होने पर कुछ लोगों के तेवर ‘1962 के अपराधी’ ढूँढ़ने वाले होते हैं। एक और विडम्बना की ओर ध्यान दिलाना भी आवश्यक है अधिकांश आलोचकों को लगता है कि भारत-चीन मनमुटाव के घातक विस्फोटक की जिम्मेदारी सिर्फ नेहरू की थी—आखिर, कृष्ण मेनन और सरदार पाणिक्कर जैसे सलाहकार उन्हीं के विश्वासपात्र थे।
पंचशील का सपना किसने सच समझा था भला ? चीनी नेताओं के साथ व्यक्तिगत मैत्री के रुमानी शिकंजे में फँस बरसों मुग्ध-संतुष्ट और कौन रहा था ? पर साथ ही ऐसा मानने वालों की संख्या भी कम नहीं जो टिप्पड़ी करते हैं कि भारत-चीन विवाद सिर्फ नेहरू की ‘भोली-भलमनसाहत) या ‘नादान-नासमझी’ या आत्मघाती अहिंसा से उपजा भड़का था। इनका कहना है कि नेहरू का अहंकार, सीमान्त के हमले में उनका ब्रिटिश औपनिवेशिक रवैया, कथनी और करनी में अन्तर ही अलगाव और अन्ततः शत्रुता पैदा करने को काफी थे। मैक्सवेल और लोर्न काविक जैसे लोगों को नेहरू शान्ति दूत नहीं मक्कार लगते हैं।
‘टकराव’ का रास्ता मानो उन्होंने स्वयं चुना था और बेचारे चीनी मुँहतोड़ जवाब देने को विवश हो रहे हों जैसे बात आगे बढ़ाने से पहले इन भ्रांतियों से मुक्त होना आवश्यक है। 1962 के बाद ‘सफाइयों’ व बचाव पक्ष की दलीलों के नमूने पर बड़े पैमाने पर आत्मकथाओं का प्रकाशन हुआ था। इनमें जनरल कौल की ‘माई इयर्स विद नेहरू : दि चायनीज बिट्रेयल’ विशेषरूप से उल्लेखनीय है। पर इनमें उपलब्ध जानकारी को ‘प्रामाणिक’ सिद्ध करना कठिन है।
मोर्चे पर (उसके पहले भी) जनरल कौल का आचरण विवादास्पद रहा और तिलक के ऊपर यह आरोप लगाया जा सकता है कि उनके विभाग की लापरवाही-असफलता ने ही सेना की तैयारी को कमजोर किया था। चूक के बाद अपनी होशियारी और दूसरों की कमियाँ-गल्तियाँ दर्शाने का लालच ये लोग नहीं छोड़ पाए हैं। जनरल निरंजन सिंह, सुखवंत सिंह, आदि की पुस्तकें 1962 के दुःस्वप्न पर नई रोशनी जरूर डालती हैं पर हमारी समझ में उनका मूल विषय सैनिक इतिहास-रण संचालन—समर नीति है। मामले की तह तक पहुँचने के लिए हमें मैक्सवेल और काविक द्वारा जुटाई सामग्री उपयोगी सिद्ध होती है। ‘इण्डियाज चाइना वार’ और ‘क्वेस्ट फार सीक्यूरेटी’ में प्रकाशित दस्तावेजों की प्रामाणिकता पर किसी भी छिद्रान्वेषी ने आज तक प्रश्नचिह्न नहीं लगाए हैं।
अगर और गहरे पर बैठना हो तो डॉ. गोपाल द्वारा सम्पादित नेहरू के चुनिन्दा कृत्तित्व संकलन और 1962 के पहले प्रकाशित सरदार पाणिक्कर के संस्मरणों से उस स्थापना की पुष्टि की जा सकती है, जिसे यहाँ प्रस्तुत किया जा रहा है।
पहली बात तो यह है कि नेहरू को सीमा-विवाद का जनक मानना निपट मूर्खता है। यदि हजारों मील लम्बे दुर्गम हिमालयी सीमान्त में औपनिवेशिक शासक, स्थानीय प्रशासक सीमा रेखांकन, हदबन्दी नहीं कर सके थे तो पलक झपकते आजाद भारत के प्रधानमंत्री से इस उपलब्धि की अपेक्षा नहीं की जानी चाहिए थी। यह कहना गलत है कि इस मामले में नेहरू ने देशवासियों को अंधकार में रखा था या उन्हें कुछ पता ही नहीं लगने दिया था।
पं. हृदयनाथ कुंजरू, डॉ. राममनोहर लोहिया जैसे विदेशनीति में रुचि रखने वाले प्रखर सांसद-राजनेता आँखें मूँद कर मुँह खोलने वाले लोग नहीं थे। कांग्रेस पार्टी में ही पं. पन्त मोरारजी देसाई जैसे महारथी विद्यमान थे जिनका दक्षिणपन्थी-साम्यवाद-विरोधी नहीं तो उन्हें शक की नजर से देखने वाला रुझान प्रभावशाली था। सरदार पटेल ने नवम्बर 1950 में ही एक लम्बे नोट द्वारा नेहरू को चीनी खतरे के प्रति आगाह करते हुए लिखा था कि चीनी साम्यवादी बनने के बाद और भी त्रासद साम्राज्यवादी साबित हो सकते हैं। ‘नए चीन’ में पहले भारतीय राजदूत पाणिक्कर ने भी यह बात महसूस कर ली थी कि चीनी नेता अपने को ही ‘चौधरी’ समझते हैं दूसरों को छुटभैया।
यह अन्दाज उनके बर्ताव में झलकता रहता था। 1950 में तिब्बत को मुक्त कराने वाली चीनी सैनिक कार्यवाही के बाद इस विषय में किसी तरह का भरम पालने की गुंजाइश नहीं रह गई थी। 1957-58 में सीमान्ती गश्ती दस्तों के बीच जो जानलेवा मुठभेड़ें हुईं वे भारत की अग्रगामी नीति का नतीजा बताईं जा रही हैं। पर इससे यह निष्कर्ष कैसे निकाला जा सकता है कि भड़काने वाली पहल नेहरू ने की थी। हाँ यह अवश्य प्रकट होता है कि नेहरू हाथ पर हाथ धरे नहीं बैठे थे। अग्रगामी नीति बदले परिवेश में, औपनिवेशवादी-विस्तारोन्मुख नहीं प्रतीक्षात्मक थी। सरहद पर सजग रहे बिना घुसपैठ को नहीं रोका जा सकता था, न अनधिकृत कब्जे को।
यह नुक्ताचीनी भी संगत नहीं ‘तब शुरू से ही जुझारू तेवर क्यों नहीं अपनाए गए ? चीन को 1950 में ही चुनौती क्यों नहीं दी गई ? आखिर खाली खम ठोंकने से, ललकारने से क्या हासिल हो सकता था जब देश का रक्त रंजित विभाजन और काश्मीरी मोर्चे पर युद्ध, शरणार्थियों की पुनःस्थापना, साम्प्रदायिक सद्भाव का सृजन, देश का एकीकरण (रियासतों-रजवाड़ों के विलय के बाद), संविधान निर्माण, आम चुनाव की नींव पर जनतन्त्र का शिलान्यास और दरिद्रता से पिण्ड छुड़ाने के लिए परमावश्यक था। यदि चीन के साथ टकराव को टालने, विवाद को शान्तिपूर्ण परामर्श से निबटाने का प्रयत्न किया गया तो इसे दूरदर्शिता ही समझा जाना चाहिए। साथ ही साथ यदि सैन्य शक्ति बढ़ाने का अभियान जारी रहा तो इसे समझदारी ही कहा जा सकता है, पाखण्ड नहीं।
