एक संदिग्ध मौत कितने चेहरे बेनकाब कर सकती है, कितने रैकेट उजागर कर सकती है, कितनी सियासत और कितनी इंसाफ की बात कर सकती है, यह अभिनेता सुशांत सिंह प्रकरण ने दिखा दिया है। सुशांत मामले में पहले आत्महत्या फिर हत्या इसके आगे चरित्र हत्या, ड्रग्स एंगल जैसे मुद्दों पर खेल जाने वाला इलेक्ट्राॅनिक मीडिया टीआरपी कांड पर खुद ‘हिट विकेट’ होता दिख रहा है। गुरूवार को मुंबई पुलिस ने जो भांडाफोड़ किया, उसके पीछे राजनीति तो है ही, लेकिन साथ इसने टीआरपी के नाम पर देश में चल रहे गोरखधंधे से भी पर्दा उठा दिया है। अर्थात टीआरपी की आड़ में जो कुछ चल रहा है, वह टीवी दर्शकों को ठगने, इसके लिए कुछ भी करने, और एक निश्चित एजेंडे को चलाने और बेचने की आतंक कथा है। इसमें भी नित नए ट्विस्ट आते जा रहे हैं। मुंबई पुलिस द्वारा इस हाॅरर स्टोरी में रिपब्लिक टीवी का नाम लेने पर पर उस चैनल ने मुंबई पुलिस पर आपराधिक मानहानि का मुकदमा दायर करने की धमकी दे डाली तो मुख्य प्रतिद्वंद्वी ‘आज तक’ सहित कई चैनलों ने रिपब्लिक टीवी पर खुला हमला बोल दिया। पर शुक्रवार को साफ हुआ कि इस मामले में फरियादी ने जो एफआईआर लिखवाई है, उसमें रिपब्लिक टीवी का नाम नदारद है, लेकिन ‘आज तक’ का है। इसके ‘आज तक’ की बोलती बंद होती दिखी। दूसरी तरफ एनडीटीवी जैसे टीआरपी मामले में अमूमन हाशिए पर रहे चैनलों ने खुद को न्यूज कमिटेड चैनल के रूप में प्रचारित करना शुरू कर दिया। अभी तो यह टीआरपी को लेकर जारी छापामार लड़ाई की शुरूआत है, आगे न जाने क्या क्या गुल खिलेंगे। इस माहौल में एक गंभीर दर्शक और श्रोता के मन में यह सवाल उठने लगे हैं कि चैनलों के इस टीआरपी युद्ध से उसका क्या लेना देना है? वह समाचार और वो भी विश्वसनीय तरीके से देखने के लिए पैसा देता है या प्राइम टाइम की मुर्गा लड़ाई देखने के लिए देता है?
बीते दो दशकों में हमारी बोलचाल में जिस शब्द ने जगह बना ली है, वह है टीआरपी। हालांकि ज्यादातर को इस शब्द का फुल फार्म पता नहीं होता, ठीक उसी तरह कि पीडीएफ का मतलब क्या है, इससे अधिकांश लोग बेखबर होते हैं। भले ही वो अखबार नियमित रूप से ऑन लाइन पढ़ते हों। टीआरपी का पूरा रूप है ‘टेलिविजन रेटिंग प्वाइंट।‘ यह टीवी चैनल मालिकों, विज्ञापन एजेंसियों की अपनी कार्यक्रम लोकप्रियता आकलन व्यवस्था है। आज देश में करीब 20 करोड़ टीवी सेट्स हैं, जिनके माध्यम से हमे हिंदी सहित विभिन्न भाषाओं के 892 से ज्यादा न्यूज चैनल्स दिखाए जाते हैं। शुरू में न्यूज चैनल और मनोरंजन चैनलों का चरित्र बिल्कुल अलहदा था। मनोरंजन चैनल देखे खूब जाते हों, लेकिन उनका दायरा मनोरंजन तक ही सीमित था। लेकिन जैसे जैसे निजी चैनलों की संख्या बढ़ती गई, उसी अनुपात में व्यूअरशिप छीनने और टीआरपी बढ़ाने का अनैतिक खेल भी जोर पकड़ने लगा। आलम यह है कि आजकल टीवी चैनल खबरें कम और तमाशे ज्यादा दिखाते हैं। कुछ मामलो में तो उन्होंने मनोरंजन चैनलों को भी शर्मिंदा कर दिया है। न्यूज के नाम पर कई प्रायोजित कथाएं, सच्ची
झूठी अंतर्कथाएं, खबर का धुर एकपक्षीय प्रस्तुतिकरण और बेतरह लोगों की कच्ची-पक्की, और मूर्खतापूर्ण प्रतिक्रियाएं दिखाई जाने लगीं। टैलेंट हंट की तर्ज पर बदतमीज और अभद्रता हंट भी शुरू हो गया। सबसे ज्यादा कहर उन प्राइम टाइम बहसों ने ढाना शुरू किया, जिसमें ऐसे ऐसे लोग छांट छांटकर बिठाए जाने लगे जिन्हें बदतमीजी का आइकाॅन कहा जा सकता है। इनमें टीवी चैनलो के कथित स्टार एंकर भी शामिल हैं। प्रायोजित बहसों के जरिए हर उस मूर्खता का महिमा मंडन या खंडन किया जाने लगा, जो कोई भी सभ्य परिवार करना शायद ही पसंद करे। ऊपर से दावा यह कि दर्शक यही चाहते हैं। लेकिन असली मजबूरी है टीआरपी। यानी नो टीआरपी, नो सर्वावइल। साधारण दर्शक के लिए ‘टीआरपी’ एक मायावी शब्द रहा है। क्योंकि यह कौन, कहां और कैसे तय करता है, यह अधिकांश टीवी दर्शकों को नहीं पता होता। आम दर्शक इस षड्यंत्र से भी बेखबर था कि टीआरपी के मायाजाल का असल शिकार तो वह खुद ही है।
हममे से बहुतो को नहीं पता कि यह टीआरपी होती क्या है? रियल और फेक टीआरपी में क्या फर्क है? इसे कैसे मैनेज किया जाता है? दरअसल टीआरपी एक मापन तंत्र है, जिसके आधार पर तय होता है कि टीवी पर किस समय में, कौन सा चैनल या कार्यक्रम खूब देखा जाता है। इस व्यूअरशिप की बुनियाद पर ही टीवी चैनलों की कमाई होती है। उन्हें विज्ञापन मिलते हैं, विज्ञापन दरें तय होती हैं। मुंबई पुलिस के मुताबिक पूरे देश में 30 हजार बेरोमीटर, जिन्हें पीपुल्स मीटर भी कहते हैं, लगाए गए हैं। प्रत्येक पीपुल्स मीटर अपनी स्पेसिफिक फ्रीक्वेंसी के जरिए पता लगाता है कि किस घर में कौन सा प्रोग्राम या चैनल कितनी बार देखा जाता है। इस मीटर के जरिए टीवी की एक-एक मिनट की जानकारी बीएआरसी को पहुंचाई जाती है। बीएआरसी बोले तो ब्राॅडकास्ट आडियंस रिसर्च काउंसिल। बीएआरसी की टीम मीटर द्वारा प्रेषित जानकारी का विश्लेषण कर तय करती है कि किस चैनल या प्रोग्राम की टीआरपी कितनी है। फिर इस डाटा को 30 से गुणा कर प्रोग्राम का एवरेज रिकॉर्ड निकाला जाता है। यह हुई टीआरपी। इसी से तय होता है कि कौन सा कार्यक्रम कितने दर्शक और कितनी बार देखते हैं। यह प्रक्रिया कितनी प्रामाणिक है, इसे अलग रखें तो टीआरपी का विज्ञापन और चैनलों की दुनिया में बड़ा महत्व है। वास्तव में यह सेम्पल सर्वे जैसी व्यवस्था है क्योंकि ये मीटर कुछ चुनिंदा दर्शकों के घरों में ही लगाए जाते हैं। यानी टेलीविजन वाले 20 करोड़ घरों में से मात्र 44 हजार घरों में। महज 0.022 प्रतिशत दर्शकों की रूचि के आधार पर पूरे देश के दर्शकों के रूझान का आकलन कर लिया जाता है। इसी के लिए टीवी न्यूज चैनलों में छीना-झपटी मची है। टीआरपी रेटिंग बढ़वाने के लिए ऐसे मुद्दों, विवादों को हवा दी जाती है, रबड़ की तरह खींचा जाता है कि दर्शक उस चैनल को छाती से चिपकाए रखे। भले ही इसके लिए पत्रकारिता के उसूलों की बलि देना पड़े या समाज दो फांक हो जाए। लेकिन चैनल की टीआरपी ऊंची रहनी चाहिए। क्योंकि यही कमाई की गारंटी है। इसमें फर्जीवाड़े की सुगबुगाहट तो पहले से थी, अब पुलिस के खुलासे के बाद वह सतह पर आ गई है। ताजा प्रकरण में भी आरोप है कि मुंबई में पीपुल्स मीटर का डाटा कलेक्ट करने वाली हंसा रिसर्च प्रा.लि. ने पुलिस में रिपोर्ट लिखाई कि एक अंग्रेजी चैनल की टीआरपी बढ़वाने के लिए पैसे बांटे गए। मजे की बात यह है कि यह अंग्रेजी चैनल उन बस्तियों में देखा जा रहा था, जहां अंग्रेजी को दूर हिंदी भी लोगों को ठीक से नहीं आती। इस फर्जीवाड़े में दो लोकल मराठी चैनल भी शामिल हैं। देश में ऐसा कई जगह हो रहा होगा।
इस चौंकाने वाले खुलासे के बाद देश में यह विमर्श बनने लगा है कि प्रिंट मीडिया की तरह इलेक्ट्राॅनिक और अन्य मीडिया के लिए भी कोई नियामक एजेंसी हो। अभी तक टीवी चैनल वाले ‘स्व-नियंत्रण’ की बात कहकर भरपूर आजादी लेते रहे हैं और कुछ मामलों में उन्होंने अच्छा काम भी किया है। लेकिन टीआरपी के लालच में यह ‘स्व नियंत्रण’ कैसे हो रहा है, मुंबई पुलिस का खुलासा उसकी बानगी भर है। हालांकि अभिव्यक्ति की आजादी के पक्षधरों को आशंका है कि नियामक एजेंसी के जरिए सरकार मीडिया की गर्दन दबोच सकती है। लेकिन यह काम तो अब भी दूसरे तरीकों और चालाकियों के जरिए हो रहा है। लेकिन यह भी पक्षपातपूर्ण है कि ’प्रिंट मीडिया’ से पूरी जवाबदेही की अपेक्षा और दूसरे मीडिया को खुला खेल खेलने की ‘आजादी।’ वैसे मीडिया की नकेल सरकार के हाथ में चली जाए, यह लोकतंत्र की सेहत के लिए संक्रामक ही होगा, लेकिन टीआरपी की अंधी दौड़ को नंगे नाच में बदलने से रोकना भी निहायत जरूरी है। क्योंकि कि टीआरपी की लड़ाई ऐसे मुकाम तक आ पहुंची है कि न्यूज चैनलों की टीआरपी के बलवे में जिम्मेदार पत्रकारिता की सरेआम हत्या हो रही है। क्या आपको नहीं लगता ?
