पेट्रोल जरूरत है। सोना हसरत है। इन दो चीजों की तुलना में किताब क्या है, कोई आलम फ़ाज़िल ही बता सकता है।
पेट्रोल की जरूरत हमारे यहाँ गरीब तबके को नहीं होती जब कि हमारे यहाँ यही तबका बहुताहत में है। कहते हैं भगवान को गरीबों से प्यार था। यकीनन था, इस बात में कोई शक नहीं, तभी तो उसने इतने सारे बनाए! किसी की जरूरत, जरूरी नहीं, पूरी हो या कोई किसी खास जरूरत से मुक्त हो, ये मुमकिन है लेकिन सोने की हसरत कोई न पाले हो, ये मुमकिन नहीं जान पड़ता। वस्तुत: जो चीज़ हैसियत से परे की हो, उसकी हसरत मन में जागना लाज़िमी होता है। इसीलिए हम किसी स्त्री की जेवरों के बिना कल्पना नहीं कर सकते, भले ही खुदा ने उसे खूबसूरती से न नवाजा हो। सोना न होना एक बात है लेकिन उसकी ख्वाहिश ही न होना बिल्कुल जुदा बात है, हैरान कर देने वाली बात है। मैं नहीं जानता कि जब अभी मोटर व्हीकल्स का आविष्कार नहीं हुआ था तो तब उनके ईंधन के तौर पर इस्तेमाल में आने वाले पेट्रोल की क्या कीमत थी लेकिन इतना मुझे याद है कि पार्टीशन से पहले पेट्रोल प्रति गैलन के नाप से मिलता था – एक गैलन पौने चार लिटर के करीब होता है – और तब एक लिटर पेट्रोल की कीमत 27 पैसे थी। सन् 1960 में ये कीमत 53 पैसे लिटर थी। तसदीक के लिए कभी सन् 1960 की फिल्म ‘बेवकूफ’ देखिए जो कि यू-ट्यूब पर आम उपलब्ध है और जिस के एक सीन में कार पर सवार हीरोइन माला सिन्हा पेट्रोल पम्प पर पहुँचती है और बीस रुपये में दस गैलन यानी कोई अड़तीस लिटर पेट्रोल कार में डलवाती है।
साठ के दशक में मेरे एक डॉक्टर दोस्त ने स्कूटर से किनारा कर के एक सेकंड हैन्ड फियेट खरीदी। तब पेट्रोल की कीमत 72 पैसे लिटर थी। कुछ अरसे बाद मैं एक बार उनके क्लिनिक पर गया और जब मैंने उन्हें बताया कि पेट्रोल की कीमत अब एक रुपये से ऊपर हो गई थी तो उनका जवाब था, “अब तो कार की आदत पड़ गई है, भले ही पेट्रोल की कीमत दस रुपये से ऊपर हो जाए”।
कहने का ढब ऐसा था जैसे कि पेट्रोल की कीमत दस रुपये से ऊपर हो जाना नामुमकिन था, जबकि आज पेट्रोल सौ रुपये लिटर से ऊपर है और अभी और ऊपर जाता दिखाई देता है।
सोचता हूँ अब मेरे डॉक्टर दोस्त को कैसा लगता होगा जिस ने कभी असंभव जान के ये बड़ा बोल बोला था – ‘भले ही पेट्रोल की कीमत 10 रुपये से ऊपर हो जाए’।
ज्ञातव्य है कि सन 1973 में, जब कि मुल्क में काँग्रेस की सरकार थी, पेट्रोल की महंगाई को हाई- लाइट करने के लिए विपक्ष के तद्कालीन नेता अटल बिहारी वाजपेई बैलगाड़ी पर बैठ कर संसद पहुंचे थे जब कि तब पेट्रोल सिर्फ सात पैसे प्रति लिटर महंगा हुआ था।
पेट्रोल क्यों महंगा होता है?
क्योंकि आजकल पेट्रोल की ग्राहक द्वारा देय कीमत का 65% तक का हिस्सा एक्साइज़ की सूरत में केंद्र सरकार और स्टेट गौरमेंट वसूलती हैं। फिर डीलर का मुनाफा भी इसी रकम में से निकलना होता है। इस से जाहिर है कि हुकूमत पेट्रोल की कीमत बढ़ने से भी रोक सकती है और कीमत नीचे भी ला सकती है। लेकिन ऐसा करने की मंशा किसी भी पार्टी की सरकार की कभी नहीं हुई – मौजूदा सरकार की भी नहीं जिस के वाजपेई जैसे कद्दावर नेता ने कभी पेट्रोल की कीमत में सात पैसे की बढ़ोत्तरी के विरोध को बैलगाड़ी पर लोकसभा परिसर में पहुँच कर रेखांकित किया था। कीमतें नीचे लाने की मंशा सरकार की कभी नहीं हुई, उसकी जगह वक्त वक्त पर पब्लिक को सलाह दी गई कि वो मितव्ययी बने, पेट्रोल को किफायत से इस्तेमाल करना सीखे।
अब सोने पर आयें तो सन 1969 में, जबकि मेरी शादी हुई थी, सोने की कीमत 176 रुपये प्रति 10 ग्राम थी। इस से भी पीछे जाएं तो विभाजन से पहले सोने की कीमत लगभग 84 रुपये तोला थी। आज 22 कैरेट सोने की प्रति 10 ग्राम कीमत 47,000 रुपये से ऊपर है और 50,000 तक के आँकड़े को छू चुकी है।
अब जरा विचारिए कि सोना इतना बेतहाशा महंगा हो जाने के बाद क्या उसकी मांग घट गई है?
हरगिज नहीं।
सोना इतना महंगा हो जाने के बावजूद दिल्ली के तमाम बड़े शोरूम्स में इतनी भीड़ होती है कि सर्विस हासिल करने के लिए बारी का इंतजार करना पड़ता है। पहले सोने की बिक्री पर जोर शादी ब्याहों के दिनों में ही होता था, अब बारह महीने होता है, अलबत्ता कुछ लोग श्राद्धों में ऐसी खरीद से परहेज करते हैं।
पार्टीशन से पहले लाहौर में मेरी माँ दो रुपये में एक-एक सेर सारी दालें खरीद कर लाती थी और उसी रकम में ‘हातो’ (कश्मीरी मजदूर तब लाहौर में हातो कहलाता था) की घर तक सामान उठा कर लाने की मजदूरी भी शामिल होती थी। आज कोई भी दाल सौ रुपये किलो से कम नहीं। सारे साग सब्जी बेचने वाले तब हर खरीद के साथ – भले ही वो आलू हों जो तब चार आने सेर आते थे – धनिया, हरी मिर्च फ्री देते थे, बिन मांगे देते थे, खुद ही प्रचुर मात्रा में खरीद में डाल देते थे। आज ये आइटम भी 40-50 रुपये किलो मिलती हैं तो मुफ़्त कौन देगा!
पार्टीशन से पहले की कुछ और कीमतें पेशेनजर हैं:
चावल 26 पैसे किलो ( अब 150/-)
चीनी 40 पैसे किलो ( अब 50/- )
दूध 12 पैसे लिटर ( अब 52/- )
(तब toned milk नहीं होता था।)
देसी अंडा 2 आना ( अब 15/- )
(फार्म का अंडा तब नहीं होता था।)
कोका कोला 4 आना ( अब 20/- )
मिट्टी का तेल 23 पैसे लिटर ( अब 45/- )
बाइसिकल 20 रुपये ( अब 4500/-)
पचास किलो सीमेन्ट 3 रुपये ( अब 400/- )
1 डॉलर 1 रुपया ( अब 75/- )
दिल्ली-मुंबई रेल फेयर फर्स्ट क्लास 123 रुपये (अब 4760/-)
दिल्ली-मुंबई एयर फेयर कैटल क्लास 140 रुपये (अब 7759/-)
यहाँ ये सब कहने का मकसद ये है कि जब हर चीज की कीमत में बढ़ोत्तरी आखिर हर किसी को कबूल हो जाती है तो नावल की कीमत बढ़ने पर क्यों पाठक होहल्ला मचाने लगते हैं, इलजाम लगाने लगते हैं कि कीमत बढ़ा कर लेखक-प्रकाशक ने मिल कर लूट लिया! ताकीद है कि प्रकाशक व्यापारी है, उसका व्यापार किताबें छापना और उन्हें मुनाफे पर बेचना है। अगर कागज के, छपाई के, बाइन्डिंग के, डाकखाने और ट्रांसपोर्ट एजेंसियों के रेट बढ़ जाते हैं और उनके मद्देनजर उसे मुनाफा होता नहीं दिखाई देता तो वो क्या करेगा?
किताब की कीमत बढ़ाएगा?
यानी जुल्म करेगा।
ऊपर मैंने कितनी आइटम गिनाईं, वक्त के साथ-साथ जिन की कीमतें सौ-सौ, दो-दो सौ, पाँच-पाँच सौ गुना बढ़ चुकी हैं। प्याज 22 पैसे किलो से बढ़ कर 50 रुपये किलो तक पहुँच जाए तो लोग बाग क्या करते हैं? दाल को तड़का लगाना बन्द कर देते हैं? मटन या चिकन को बिना प्याज बनाने लगते हैं? नहीं। तो क्या करते हैं? सरकार को दो चार बार कोस कर खामोश हो जाते हैं और नए रेट पर कम्प्रोमाइज़ कर लेते हैं। लेकिन जब प्रकाशक अपनी व्यावसायिक मजबूरियों के तहत किताब की कीमत बढ़ाता है तो कहते हैं लूट लिया।
सन 1964 में मेरा पहला उपन्यास ‘पुराने गुनाह नए गुनहगार’ बारह आना कीमत में छपा था। उससे पहले ऐसे उपन्यास की कीमत आठ आना होती थी, और पहले छ: आना होती थी, अभी और पहले चार आना भी होती थी। तब अमेरिका की ‘डाइम मैगजीन’ की तरह भारत में ‘चार आना जासूस’, ‘छ: आना जासूस’ जैसी पुस्तकाकार मासिक पत्रिकाएं होती थीं जो एक अंक में एक उपन्यास प्रकाशित करती थीं। ऐसे माहौल में जब नावल एक रुपये में छपता था तो ‘लूट लिया’ की गंभीर हाल दुहाई तब भी मचती थी और प्रकाशक को लालची होने का इलजाम भुगतना पड़ता था, जो कि ज्यादा मुनाफा कमाने की नीयत से नाहक – रिपीट, नाहक – किताब की कीमत बढ़ाए जाता था; ‘उसका क्या है, कल दो रुपये कर देगा, तीन रुपये कर देगा’ – लेखक पर अलबत्ता ये इलजाम नहीं आता था क्योंकि तब लेखक की कोई औकात ही नहीं होती थी। सच पूछें तो अब भी नहीं हैं। मुद्रा अर्जन के खाते में हिन्दी के लेखक अंग्रेजी के लेखकों के सामने कहीं नहीं ठहरते। अंग्रेजी में लिखने वाले हमारे दो देसी लेखक पाँच करोड़ एडवांस राशि से नवाज़े जा चुके हैं, हिन्दी में किसी को इस राशि का एक प्रतिशत भी एडवांस में मिला हो तो करिश्मा जानिए। बहरहाल वो जुदा मसला है।
उपरोक्त सब लिखने के पीछे मेरा मंतव्य ये जताना है कि महंगाई की चौतरफा मार से कोई भी व्यापारी नहीं बच पाता तो प्रकाशक से बचने की उम्मीद क्योंकर की जा सकती है? अभी तक 375 पृष्ठों का मेरा उपन्यास 175 रुपये में छपता था और अब उसकी कीमत 250 रुपये है। गौरतलब है कि इस बार कीमत में मौजूदा बढ़ोत्तरी की वजह महंगाई ही नहीं, कोविड नाम की खुदाई मार भी है जिस ने भारत में ही नहीं, तमाम विश्व में व्यापार का बेड़ागर्क कर दिया है। लंबे लंबे वक्फ़ों तक लॉक-डाउन लगे रहते हैं जिन में दुकानों के खुलने पर खास तौर से पाबंदी लगाई जाती है, लोगों को खबरदार किया जाता है कि वो बिना जरूरत घर से बाहर न निकलें। फिर भी कोई किताब को जरूरत मान के घर से बाहर निकले तो अपनी जरूरत, बल्कि तलब, कहाँ से पूरी करे!
ऐसे माहौल में प्रकाशक उपन्यास छापे तो कहाँ बेचे? पहले बिक्री का एक बड़ा जरिया ए.एच. व्हीलर कंपनी थी जो नॉर्थ और सेंट्रल इंडिया के कोई पौने चार सौ बुक स्टाल्स की रेल मंत्रालय द्वारा नियुक्त कान्ट्रैक्टर थी और ये बुक स्टॉल सिर्फ और सिर्फ पुस्तकें, पत्रिकाएं और समाचार पत्र बेचते थे। कई छोटी जगहें ऐसी थीं जहां ऐसा कारोबार चलाने वाली कोई दुकान नहीं थी लेकिन रेलवे स्टेशन पर व्हीलर का बुक स्टॉल बराबर था। लिहाज़ा वहाँ के पुस्तकों के शौकीन अपना शौक बाजरिया रेलवे बुक स्टॉल पूरा करते थे। कोई तीन साल पहले इस कंपनी ने इस धंधे से हाथ खींच लिया तो बुक स्टाल्स के संचालक ही, जो कि व्हीलर कंपनी के मुलजिम होते थे, स्टाल्स के मालिक बन गए। नतीजा ये हुआ कि जिन स्टालों पर पहले सिर्फ और सिर्फ पुस्तकें और पत्रिकाएं बिकती थीं, वहाँ नमकीन, बिस्कुट, मिनरल वाटर, कोल्ड ड्रिंक्स, ताश, छोटी मोटी दवाइयाँ वगैरह बिकने लगीं ; यानी स्टाल्स का मूल व्यापार, जिस की वजह से उन की स्थापना हुई थी, अब स्टॉल चलाने वालों की प्राऑरटी न रहा, नतीजतन इस – नाजायज तब्दीली – ने पुस्तक व्यवसाय को बड़ा धक्का पहुंचाया।
पर पुस्तक तो प्रकाशक फिर भी छापता है! क्यों छापता है? क्योंकि उस सरीखा व्यापक कारोबार बन्द नहीं किया जा सकता। नतीजतन वो बिक्री के नए साधन तलाश करता है तो इस मद में कोई आटा दलिया कर गुजरता है। लेकिन आटा दलिया कर गुजरने से तो व्यवसायी अपनी लागत कवर नहीं कर सकता! डेढ़ साल से ज्यादा से किताब की काउन्टर सेल तकरीबन जगहों से बन्द है, जो सेल हो पाती है, वो ऑन-लाइन होती है या पुस्तक प्रेमी ई-बुक्स डाउनलोड करते हैं। इस सिनेरियो में प्रकाशक के पास दो ही चॉयस हैं – या तो नावल छापना बन्द कर दे या नुकसान से बचने के लिए उसकी कीमत बढ़ाए।
मेरे वर्तमान प्रकाशक ने दूसरी चॉयस पर अमल किया है। और ऐसा किया होने का नतीजा बहुत जल्द सामने आएगा।
खुदा-न-खास्ता प्रकाशक पहली चॉयस पर अमल करता तो आप के लेखक के पास भी अमल में लाने के लिए दो चॉयस होतीं – बुढ़ापे में बेरोजगार होता, लिखना बन्द कर देता या इंडिया गेट पर भेल पूरी की रेहड़ी लगाता।
कहते हैं इस काम में भी काफी कमाई है।

Today, I went to the beach with my kids.
