नोएडा में ट्विन टावर को गिराए जाने की घटना टीवी पर पूरे देश ने देखा। हिंदी के सबसे लोकप्रिय लेखक सुरेंद्र मोहन पाठक ने इस घटना को अपने घर से देखा। वे वहीं पास में रहते हैं। इसी अनुभव को अनेक अन्य अनुभवों के साथ मिलाते हुए उन्होंने बड़ा रोचक लिखा है। आप भी पढ़ सकते हैं-

47 साल दिल्ली में कृष्ण नगर के एक ही मकान में रहते हालात कुछ ऐसे बने कि मुझे नोएडा शिफ्ट करना पड़ा। दिल्ली के रहन सहन की मेरी आदत बन गई हुई थी क्योंकि पार्टीशन के बाद बतौर शरणार्थी मैं सन् 1948 से दिल्ली में था। मुश्किल फैसला था लेकिन जुलाई सन् 2012 को मैं स्थायी रूप से नोएडा वासी बन गया। 93 सेक्टर में सिल्वर सिटी नाम के जिस हाउसिंग कॉम्प्लेक्स में रहना नसीब हुआ, वो दिल्ली आगरा एक्सप्रेसवे पर था और नोएडा के फैंसी, मेहराबदार गेट से दस किलोमीटर दूर था। फासले की वजह से खयाल आता था कि हम नोएडा में रह भी रहे हैं कि नहीं! मुझे उस फासले की आदत बनाने में बहुत अरसा लगा।
93 सेक्टर के, जहां कि सिल्वर सिटी आबाद था, फासले की वजह से हमें इस बात पर भी तवज्जो देनी पड़ती थी कि कोई मेहमान आ जाए तो उसे कैसे समझाएं कि हम कहाँ रहते थे, या 93 सेक्टर कहाँ था। अपने इलाके के शिनाख्त में आने के काबिल लैंड मार्क लोग बाग मेहमान को समझाते ही हैं, जैसे हमारा मुकाम फलां मेट्रो स्टेशन के पास या उस के पिलर नम्बर इतने के सामने है, हनुमान मंदिर से बस सौ गज आगे है, गुरुद्वारे के सामने है, मदर डेयरी के बूथ नंबर इतने के बगल में हैं, वगैरह। लेकिन ऐसे लैंड़ मार्क लोकल होते हैं, उनकी शिनाख्त इलाके में पहुँच जाने के बाद ही काम आती है, यहाँ तो अभी इलाके की ही शिनाख्त की जरूरत थी।
तब सुपरटेक बिल्डर्स के ट्विन टॉवर्स का वजूद काम में आया। वो टॉवर्स एक्सप्रेसवे पर थे, हमारे हाउसिंग कॉम्प्लेक्स से एक किलोमीटर दूर थे लेकिन हमारे पाँचवीं मंजिल के फ्लैट के पश्चिम में पड़ने वाले रुख की हर खिड़की से, ड्रॉइंगरूम की बालकनी से दिखाई देते थे। मालूम पड़ा था कि कोर्ट के आदेश से उन टॉवर्स का निर्माण बन्द था और हमारे शिफ्ट करने से कहीं पहले से लागू था। बहरहाल आगंतुक मेहमानों के लिए हम उन टॉवर्स का जिक्र अपने निवास के लैन्ड मार्क के तौर पर करने लगे। वो टॉवर्स एक्सप्रेसवे पर दो-तीन मील दूर पहले से ही दिखने शुरू हो जाते थे, इसलिए उनको मिस कर पाना मुहाल होता था। हम मेहमान को अपना मुकाम ये कह कर बताते थे कि ट्विन टावर से आधा किलोमीटर आगे लेफ्ट में एक स्लिप रोड थी जिस पर थोड़ा आगे जा कर बाएं घूमना था और दो क्रासिंग पार कर के फिर बाएं घूमते ही सिल्वर सिटी का मेन गेट था।
दस साल उन टॉवर्स की शिनाख्त हम अपने मेहमानों को परोसते रहे, रिपीट मेहमान खुद भी उन से गाइड होते रहे, फिर एक दिन वो थे, वो नहीं थे। रविवार 28 अगस्त दिन के ढाई बजे पलक झपकते दोनों गगनचुंबी टावर धराशायी हो गए। बत्तीस और उन्तीस मंजिल के दो टॉवर्स के ढेर होने में नौ – रिपीट, नौ – सेकंड लगे। तामीर में नौ साल, ढेर होने में नौ सेकंड!
हमारी बालकनी से वो मुकम्मल तो नहीं दिखाई देते थे, सिर्फ टॉप की दस-बारह मंजिलें दिखाई देती थी, बिना पलक झपके जिन पर निगाह टिकाए हम ढाई बजने की प्रतीक्षा करते रहे। कैसे पलक झपकती? विंक एण्ड गो वाला माजरा बताया गया था।
भारत के इतिहास की वो सब से बड़ी डिमोलिशन थी, जर्मनी और चीन में सौ सौ मंजिल की इमारतें गिराए जाने की मिसाल थी लेकिन भारत में होने जा रही इतनी ऊंची – 105 मीटर – डिमोलिशन वो पहली थी। जो कारीगरी नोएडा के टॉवर्स में इस्तेमाल होने जा रही थी, वो पहले कोची में इस्तेमाल हो चुकी थी लेकिन तब टावर सिर्फ 14 मंजिलों का था। यहाँ एपेक्स नामक टावर बत्तीस मंजिल का था और बगल का सियान नामक टावर उस से तीन मंजिल कम 29 मंजिल का था। कुल जमा 61 फ्लोर थे जिन में एक हजार फ्लैट थे। हर फ्लैट की सवा करोड़ कीमत पूर्वनिर्धारित थी और खरीदारों से पहले ही वसूली जा चुकी थी। स्टे न लगता तो दोनों टावर चालीस मंजिल तक जाते लेकिन वो नौबत न आई, सन् 2014 को इलाहाबाद हाई कोर्ट से डिमोलिशन का निर्देश जारी हुआ लेकिन बिल्डर सुप्रीम कोर्ट से स्टे ऑर्डर ले आया और डिमोलिशन रुक गई। आठ साल स्टे जारी रहा, आखिर सुप्रीम कोर्ट ने भी हाई कोर्ट के फैसले को बरकरार रखा और टावर गिराए जाने का हुक्म जारी हो गया। नियमों के उल्लंघन में ये भी प्रमुख था कि दोनों टॉवर्स के बीच में फासला बहुत कम था, कम से कम पंद्रह मीटर होना चाहिए था, नौ मीटर था। बद्हवास बिल्डर ने ये भी दुहाई दी कि कोई एक टावर गिराने का हुक्म जारी किया जाए ताकि कम फासले वाली शिकायत दूर हो पाती। लेकिन कोर्ट के सामने तो अनियमितताओं की लंबी लिस्ट थी। नतीजतन दरख्वास्त कुबूल न हुई और कोर्ट का फैसला बरकरार रहा।
अप्रैल सन् 2022 को एडीफिस इंजीनियरिंग कंपनी को दोनों टॉवर्स गिराए जाने का बीस करोड़ रुपये का ठेका मिला – सुप्रीम कोर्ट के हुक्म के मुताबिक वो रकम भी बिल्डर ने अदा करनी थी – और काम को अंजाम देते के लिए तीन महीने का टाइम मिला जिस को कम्पनी ने दो बार बढ़वाया। ऐसी डिमोलिशन भारी तजुर्बे का काम माना जाता था क्योंकि ये जरूरी होता था कि इमारत अपनी बुनियाद पर ही गिरे, दायें बाएं बिखर कर न गिरे। इस काम के लिए दोनों टॉवर्स की 61 मंजिलों में बारूद लगाने के लिए 9640 छेद किये गए और 3700 किलो बारूद इस्तेमाल में आया। दस ब्लैक बॉक्स लगाए गए। टॉवर्स के गिर्द बेशुमार आबाद फ्लैट थे। दो हाउसिंग सोसाइटी तो बहुत ही करीब थीं – एमरेल्ड कोर्ट सिर्फ 9 मीटर दूर था और एटीएस विलेज सिर्फ 15 मीटर दूर था। ब्लास्ट के दिन पूरे दिन के लिए दोनों सोसाइटीज़ को खाली कराया गया और उन के फ्रन्ट को पूरी तरह से चादरों से ढँका गया। फिर भी कोई नुकसान होता तो उसकी भरपाई के लिए एक करोड़ का बीमा कराया गया। (एटीएस विलेज की बाउन्ड्री वाल टूटी, और दोनों सोसाइटीज़ के कुछ फ्लैट्स के फ्रन्ट को मामूली नुकसान पहुँचा) धूल के गुबार को कमजोर करने के लिए 22 एंटी फॉग गन लगाई गईं। साइट पर एम्बुलेन्स और फायर ब्रिगेड की उपस्थिति सुनिश्चित की गई और करीबी तीन हस्पतालों को हाई अलर्ट पर रखा गया। अत्यंत व्यस्त आगरा एक्सप्रेसवे पर ट्रैफिक एक घंटे के लिए बन्द रखा गया, तीन घंटे के लिए साइट को ‘नो फ्लाई ज़ोन’ घोषित किया गया, ड्रोन और प्लेन फ्लाईंग पर पाबंदी जारी की गई। सौ मीटर दूर कंट्रोल रूम बनाया गया जहां से निर्धारित वक्त पर बस एक बटन दबाया जाता और बिल्डर की 400 करोड़ रुपए की इनवेस्टमेंट धूलि धूसरित हो जाती। 80,000 टन मलबा जमा होने का अनुमान था जिस की ऊंचाई चार मंजिला इमारत के बराबर होती और जिस को शिफ्ट करने में हजार ट्रक लगाये जाते तो तीन महीन लगते।
800 पुलिस और अर्धसैनिक बल तैनात किये गए।
ब्लास्ट के दिन इलाके में कर्फ्यू लागू किया गया लेकिन मीडिया कवरेज की कोई रोक टोक नहीं थी। टीवी चैनलों की चुलबुली बालाएं माइक लिए यहाँ वहाँ यूं फुदकती फिर रही थीं जैसे विवाह वाले घर नाइन फिरती थी।
फिर इंतजार की घड़ी करीब आई, करीबतर आई।
