पिछले सालों में जो सबसे उत्साहवर्धक घटना हुई है कि डॉक्टर अम्बेडकर के विचारों का प्रसार कम उम्र के बच्चों में भी होने लगा है। यह लेख बहुत मेहनत और समझ से लिखा है 12 वीं क्लास में पढ़ने वाली बालिका साक्षी भंडारी ने लिखा है। नानकमत्ता पाबलिक स्कूल उत्तराखंड में पढ़ने वाली साक्षी ने फ़िल्मों के अध्ययन के माध्यम से यह लेख लिखा है। लेख को मैंने उसकी मूल भाषा शैली में ही रहने दिया है–

संविधान का नाम सुनकर भीमराव अंबेडकर का याद आना स्वभाविक है। अंबेडकर एक भारतीय न्यायविद्, अर्थशास्त्री, समाज सुधारक और राजनीतिक नेता थे, जिन्होंने संविधान सभा की बहसों से भारत के संविधान का मसौदा तैयार करने वाली समिति का नेतृत्व किया था। भीमराव रामजी अम्बेडकर व्यक्तिगत स्वतंत्रता में दृढ़ता से विश्वास करते थे और जाति समाज (जातिवाद) की आलोचना करते थे। जितना स्वभाविक संविधान को सुनकर उनका याद आना है उतना ही अस्वाभाविक है उनकी कही हुई बातों और विचारों को अपने समाज में सच होते देखना।
आज जहां एक ओर सिनेमा केवल मनोरंजन का साधन बनकर रह गया है, वहीं दूसरी ओर सिनेमा समाज की सच्चाई को दर्शाते हुए दिखाई देता है। जातिवाद की आलोचना करते अंबेडकर की बातों में हामी तो सब लोग भरते हैं मगर उसी आलोचना भरे विचार पर अपना एक कदम आगे बढ़ा तनिक भी ज़रूरी नहीं समझते। सिनेमा के पर्दे पर समाज की सच्चाई को दर्शाती है “जय भीम ” और “आर्टिकल 15” जैसी फ़िल्में। दोनों फ़िल्में इस तथ्य से संबंधित हैं कि भारत के भविष्य के बारे में अंबेडकर की शंका और भय अब वर्तमान भारत की सच्चाई बन गई है। सदियों से चली आ रही यह जाति व्यवस्था, जिसे अंबेडकर ने मिटाने की पूरी कोशिश की तथा हमेशा उसकी आलोचना करते रहे, को 2 या 4 साल पहले आई फ़िल्में साफ़ दर्शाती हैं और हम उन्हें आज के समाज से जोड़ पा रहे हैं तो यह सत्य है कि जातिवाद के क्षेत्र में कुछ भी नहीं बदला। इस क्षेत्र में अंबेडकर की चिंता जायज़ है।
जय भीम फ़िल्म अति-नाटकीय लगने के बजाय वंचितों (समाज के अन्य सदस्यों की अपेक्षा जिनके पास धन, अधिकार, अवसर आदि कम हैं) के साथ किए गए गलत कार्यों का प्रभावी ढंग से चित्रण करती है। देश के सबसे पुराने समुदायों में से एक होने के बावजूद, इन जनजातियों के पास यह दिखाने के लिए कोई सबूत नहीं है कि वे इस देश के ही नागरिक हैं। यहां तक कि यह समुदाय ज़मीन का एक टुकड़ा भी नहीं अपना सकते। यह फ़िल्म एक वास्तविक जीवन की घटना पर आधारित है। यह कथानक राजकन्नु और सेंगेनी के इर्द-गिर्द घूमती है, जो कि इरुला जनजाति से थे। वह एक ईंट का घर नहीं खरीद सके। इतनी गरीबी के बावजूद – वे संतुष्ट और खुश थे। ऊंची जाति के व्यक्ति के घर में चोरी होने के कारण पुलिस राजकन्नू और उसके भाईयों को जेल में प्रताड़ित करती है और उनसे उस अपराध को कबूल करने के लिए कहती है जो उन्होंने नहीं किया था। जय भीम शक्तिशाली रूप से उस दुर्व्यवहार और अपमान को दिखाती है जो सत्ता में बैठे लोगों द्वारा वंचितों पर किया जाता है।
इस फ़िल्म का हिंदी डब संस्करण भारत के सभी लोगों को झिंझोड़कर रख देता है। कांस्टेबल पूछता है कि – “उसकी क्या गलती है?” इसका उत्तर देते हुए एक अन्य कांस्टेबल कहता है – “उसने पैदा होने की गलती की”। यह दर्शाता है कि लोगों का कुछ जातियों में जन्म लेना आज के समाज में गुनाह के बराबर माना जाता है। एनिहिलेशन ऑफ़ कास्ट जो कि अंबेडकर का अव्यक्त भाषण है उसमें अंबेडकर कहते हैं कि “जाति नियंत्रण का दूसरा नाम है। जाति भोग को सीमित करती है।” इस फ़िल्म और अपने समाज में हम इस बात को अच्छे से सच होता देख पा रहे हैं। जाति व्यवस्था की वजह से लोगों के भोग/आनंद का बंटवारा हुआ है। जहां एक तरफ़ अंबेडकर समानता की बात करते हैं, वहीं समाज इसके बिल्कुल विपरीत है।
यह फ़िल्म हमारे समाज के काले सच को दर्शाती है। हमारे समाज में राजकन्नु जैसे कई आदिवासी हैं जो झूठे आरोप के कारण जेल में अपनी ज़िंदगी बिताकर रहे हैं। उस ज़ुल्म की सज़ा भुगत रहे हैं जो उन्होंने किया ही नहीं। फ़िल्म की तरह हमारे समाज में भी पुलिस फ़ोर्स ऐसे ही काम करती है। प्रमोशन और अपनी नौकरी बचाने के खातिर पुलिस केस को सॉल्व करने के बजाय क्लोज करने पर ज्यादा ध्यान देती है। यह फ़िल्म दर्शकों पर गहरा असर डालती है, और यह ग़ौर करने पर मजबूर कर देती है कि जिस समाज में हम रह हैं वह देखने में जितना सभ्य, विकसित, खुशहाल दिखाई देता है,असल में वह वैसा बिलकुल भी नहीं है बल्कि यह एक छलावा है। एनिहिलेशन ऑफ़ कास्ट में अंबेडकर कहते हैं -“यह अफ़सोस की बात है कि आज भी जाति के रक्षक हैं।” आज के समाज को देखें तो रक्षकों की गिनती बढ़ती ही जा रही है तथा आलोचना करने वाले नज़र नहीं आते। नज़र नहीं आते क्योंकि जो आलोचना करना चाहते हैं उनकी आवाज़ को दबाया जा रहा है और आवाज़ दबाने वालों को रक्षकों का नाम दे दिया गया है।
“किसी पीड़ित को न्याय ना मिलना उसके साथ हुए अन्याय से ज्यादा नुकसानदायक/दर्दनाक हो सकता है।” यह बात जस्टिस के. चंद्रू, जो राजकन्नु का केस लड़ रहे थे, बोलते हैं। अगर उनकी यह बात मानें तो सभी आदिवासी जिन्होंने कोर्ट में अर्ज़ी लगाई है, अपने साथ हुए अन्याय से भी बड़ा दर्द लेकर अपने साथ जी रहे हैं। कई आदिवासियों को बंदी बना लिया जाता है क्योंकि पुलिस यह जानती है कि उनके पास किसी लॉयर से मदद लेने के लिए पैसे नहीं है ना ही उनके पास न्यायपालिका की इतनी समझ है। फ़िल्म में लॉयर चंद्रू एक उत्सव में शामिल होने के कारण यह देखते हैं कि कई सारे बच्चों ने स्वतंत्रता सेनानी की वेशभूषा अपनाई है। वह देखते हैं कई बच्चे गांधी, सुभाष चंद्र बोस बने हैं मगर उन्हें उनमें से अंबेडकर एक भी नहीं नज़र आता। तब वह कहते हैं कि इसमें अंबेडकर कहां हैं? यह हमारे समाज की सच्चाई है कि अंबेडकर जैसे व्यक्ति, जिन्होंने समाज में समानता लाने की पूरी कोशिश की तथा जाति प्रथा को नष्ट करने में अपनी ज़िंदगी बिताई, उसे कैस भुला जा रहा है।
आर्टिकल 15 फ़िल्म जाति और लिंग के आधार पर भेदभाव के मुद्दे को उठाती है जो अभी भी 21 वीं सदी में मौजूद और प्रचलित है। यह फ़िल्म अपराध की जांच पर ध्यान केंद्रित करते हुए दृढ़ता से आगे बढ़ती है और समाज के कड़वे सच को सामने लाती है। हमारे संविधान का आर्टिकल 15 कहता है कि; राज्य अपने किसी नागरिक के साथ धर्म, जाति, लिंग, नस्ल, जन्म स्थान में से किसी के भी आधार पर कोई विभेद नहीं करेगा। अंबेडकर भी इस बात के साथ हमेशा से ही रहे हैं। फ़िल्म का नाम आर्टिकल 15 रखना एकदम उचित है क्योंकि फ़िल्म के शुरुआत से ही आर्टिकल 15 के विपरीत सारी चीज़ें चलती हैं। जाति, धर्म, लिंग आदि हर चीज़ के आधार पर आदिवासियों के साथ भेदभाव किया जाता है मगर फ़िल्म के आखरी पलों में आर्टिकल 15 के तहत मुजरिमों को सज़ा और आदिवासियों को न्याय दिलाया जाता है। इस फ़िल्म को देखते वक्त वास्तविक रुप से हम अपने समाज को देख रहे होते हैं।
फ़िल्म के पहले ही सीन से हम बंध जाते हैं और फ़िल्म में आगे होने वाले घटनाक्रमों के बारे में अंदाज़ा लगा पाते हैं। फ़िल्म की शुरुआत में ही यह कह दिया जाता है कि शेड्यूल कास्ट के लोगों को छूना और उनकी परछाई खुद पर पड़ना दोनों ही पाप के बराबर माना जाता है। फ़िल्म में यह देखना आश्चर्य वाली बात हमारे लिए तो नहीं होगी क्योंकि यह हमारे लिए आम जैसा ही है। भले ही यह धारणा कई साल पुरानी हो, मगर प्रचलन में अभी भी है। फ़िल्म में आईपीएस ऑफिसर द्वारा पूछे जाने प्रश्न “अगर सभी बराबर हो जाएंगे तो राजा कौन बनेगा?” के उत्तर में एक लड़की कहती है “राजा बनाना ही क्यों है?” फ़िल्म में कही गई यह बात सभी लोग जो जाति प्रथा के रक्षक हैं उनके लिए एक जवाब के बराबर है। यह बात अंबेडकर की विचारधारा को बढ़ावा भी देती है। फ़िल्म में जाति प्रथा भारी मात्रा में प्रचलन में दिखाई देती है। ऊंची जाति वाले लोग, नीची जाति के कहे जाने वाले लोगों पर अत्याचार और हिंसा करते भी दिखाई देते हैं।
अंबेडकर ने स्वतंत्र भारत को तीन चेतावनी दी थी जिनमें से तीसरी चेतावनी थी कि “भारत को सिर्फ़ राजनीतिक लोकतंत्र से ही संतोष नहीं करना चाहिए, बल्कि सामाजिक लोकतंत्र के लिए भी प्रयास करना चाहिए। राजनीति में हम एक व्यक्ति एक वोट और एक वोट एक मूल्य के सिद्धांत को मान्यता देंगे। अपने सामाजिक और आर्थिक जीवन में, हम अपने सामाजिक और आर्थिक ढांचे के कारण, एक व्यक्ति एक मूल्य के सिद्धांत को नकारते रहेंगे।” वह मानते थे कि भारत कभी भी लोकतंत्र नहीं हो पाएगा, आर्थिक तौर पर असमानता होगी, अमीर और अमीर होगा और गरीब और गरीब। अंबेडकर की भविष्य के भारत को लेकर चिंता एकदम जायज़ थी। दोनों ही फ़िल्मों में हमें यह चीज़ साफ़-साफ़ नज़र आई कि कैसे राजनीति में इस सिद्धांत का पालन किया जा रहा है और सामाजिक और आर्थिक जीवन में बिल्कुल इसका विपरीत।
