पिछले दिनों हिंदी के एक प्रकाशन गृह शिल्पायन ने कान्हा के अभयारण्य में एक बड़ा कवि सम्मेलन या सम्मिलन किया। इस आयोजन में 30-35 कवि शामिल हुए। जाहिर है, इसमें लाखों का ख़र्च आया होगा। हिंदी लेखन की अन्यथा अभावग्रस्त दुनिया में ऐसे आयोजन आम तौर पर सरकारी संस्थाओं के सौजन्य से हो जाएं तो हो जाएं, निजी उद्यम उनमें कम दिखता है। इस लिहाज से शिल्पायन की इस कोशिश की तारीफ़ करने की इच्छा होती है।
लेकिन इस इच्छा के सामने अचानक कई सवाल भी पैदा हो जाते हैं। क्या एक काव्य आयोजन पर लाखों का खर्च करने वाला शिल्पायन अपने लेखकों को उनकी रॉयल्टी देता है? रॉयल्टी तो दूर की बात है, क्या वह अपने लेखकों की किताब के समुचित लोकार्पण की व्यवस्था कराता है? मेरे परिचय के जिन लेखकों की किताबें वहां से प्रकाशित हुई हैं, उनमें से कम से एक के अनुभव का मैं साक्षी रहा हूं। अपने लोकार्पण का लगभग सारा ख़र्च लेखक को ख़ुद उठाना पड़ा। प्रकाशक जैसे मान कर चलता रहा कि किताब तो वह अपने संपर्क से सरकारी पुस्तकालयों और गोदामों में सड़ने के लिए बेच लेगा, लोकार्पण से उसकी बिक्री पर असर नहीं पड़ेगा।
बहरहाल, यह टिप्पणी सिर्फ शिल्पायन को खलनायक बनाने या बताने के लिए नहीं लिखी जा रही है। हिंदी के ज़्यादातर छोटे-बड़े प्रकाशक अपने ज़्यादातर लेखकों को रॉयल्टी नहीं देते हैं और अगर देते हैं तो वह काफी कम होती है। हिंदी का कोई लेखक सिर्फ अपनी रायल्टी के सहारे ज़िंदा रहने की सोच नहीं सकता। इसलिए हिंदी में लेखन अक्सर दूसरा काम होता है- नौकरी या कारोबार के बाद बचे हुए समय का शौकिया उपयोग। जो लोग सिर्फ लेखक हैं, उन्हें या तो परिवार से इतनी संपत्ति मिली है कि उसमें गुज़ारा कर लें या फिर उन्होंने इसका कोई इंतज़ाम कर लिया है। बेशक, हिंदी के प्रकाशकों के साथ यह बात नहीं कही जा सकती। यह बहुत मुनाफादेह धंधा भले न हो, लेकिन उनका मूल कारोबार बना हुआ है और इसमें वे जी-खा ही नहीं रहे, फल-फूल भी रहे हैं।
तो क्या हिंदी के प्रकाशक अपने लेखकों के साथ बेईमानी करते हैं? इसमें काफी कुछ सच्चाई होने के बावजूद यह इस पूरे मसले को देखने का एक सरलीकृत तरीका भर है। यह सच है कि भारत के आर्थिक-राजनीतिक सत्ता प्रतिष्ठान में हिंदी की दोयम दर्जे की हैसियत उसके लेखक को भी मारती है, उसके प्रकाशक पर भी भारी पड़ती है। हिंदी में प्रकाशन गृह चलाना कोई आसान काम नहीं है। अपने प्रकाशकों से नाराज़ जिन लेखकों ने अपनी किताबें छापीं या अपने प्रकाशन गृह शुरू किए, उनका अनुभव बताता है कि किताबों को लोगों तक पहुंचाना, बेचना और फिर बिक्री का पैसा वसूल करना कितना थका देने वाला काम है।
लेकिन यह थका देने वाला काम किए बिना न लेखक का भला होगा न प्रकाशक का। सरकारी ख़रीद के आसरे रहने का शॉर्ट कट बेशक कुछ लाभकारी हो और उससे रुपये बन जाते हों, लेकिन ऐसी साख और हैसियत वाला प्रकाशक बनना संभव नहीं है जिसका लेखक होकर कोई साहित्यकार अपने लिए सम्मान और आश्वस्ति का अनुभव करे। उल्टे ऐसी ख़रीद का अपना एक दुष्चक्र है जो अच्छे और बुरे प्रकाशन गृहों का फर्क मिटा रहा है। यह अनुभव करना मुश्किल नहीं है कि हिंदी में अफसर या व्यापारी किस्म के लोगों को- जो किताबें ख़ुद ख़रीद या बिकवा सकते हैं- हर प्रकाशक छापने को तैयार है, चाहे उसकी किताब कोई अहमियत रखती हो या नहीं। हालांकि प्रकाशक यह नहीं समझता कि इससे लेखक की हैसियत बढ़ती हो या नहीं, एक प्रकाशन घराने के तौर पर उसकी हैसियत और विश्वसनीयता दोनों प्रभावित होती है। एक ही प्रकाशन गृह से अज्ञेय की किताब भी छपे और मधु कोड़ा की भी- यह बात कतई गरिमापूर्ण नहीं है और यह देखना और शर्मनाक है कि ऐसे उपक्रम में लेखक भी शामिल है।
इस दुष्चक्र का एक सिरा लेखकों से भी जुड़ता है। प्रकाशकों की यह जायज़ शिकायत हो सकती है कि हिंदी का लेखक अपने ही समाज में अजनबी है, उसकी किताबें कोई नहीं ख़रीदता। उसकी दूसरी शिकायत यह है कि अंग्रेजी में जिस तरह के शोध और जैसी तैयारी के साथ विभिन्न अनुशासनों में किताबें लिखी जाती हैं, उसका हिंदी में गहरा अभाव है। लेकिन सच्चाई यह है कि अंग्रेजी की एक किताब अपने लेखक को इतनी आर्थिक सुरक्षा दे देती है कि वह अगली किताब के लिए ज़रूरी शोध और पूरी तैयारी करे, हिंदी का लेखक इसकी कल्पना तक नहीं कर पाता। इन सब वजहों से कुल मिलाकर ऐसी पुस्तक संस्कृति विकसित हो रही है जिसमें लेखक, सांस्थानिक मैत्रियों, पुस्तक समीक्षाओं और पुरस्कारों से आसरे रहता है और इनके लिए कुछ भी करता रहता है, जबकि प्रकाशक सरकारी बिक्री के लिए ज़रूरी जन संपर्क से जुड़े ऐसे आयोजनों में लगा रहता है जिससे उसे मुनाफे का नया रास्ता खुलता दिखाई दे।
पुराना सवाल है, इस दुष्चक्र से निकलें कैसे? लेखकों और प्रकाशकों दोनों को इस सवाल से निबटना होगा। विज्ञापनों और प्रचार-माध्यमों से पटी पड़ी इस दुनिया में प्रकाशक अगर किताबों के प्रचार और विज्ञापन का कुछ ज़रिया निकालें तो किताबें बिकेंगी, इसमें शक नहीं। क्योंकि अनुभव यह बताता रहा है कि जो लेखक किसी भी वजह से चर्चा में आ जाते हैं, वे खूब बिकते भी हैं। दूसरी बात यह कि अनुवाद से लेकर शोध तक में हिंदी के लेखकों और प्रकाशकों को कहीं ज़्यादा दिलचस्पी दिखानी होगी। हिंदी में अनुवाद बहुत हो रहे हैं, लेकिन वे आम तौर पर पेशेवर अनुवादकों की जगह संघर्षशील फ्रीलांसरों के सहारे चल रहे हैं, क्योंकि अनुवाद का पारिश्रमिक भी बहुत कम है। मगर जब लेखकों को सौ और हज़ार रुपये की रायल्टी मिल रही है तो अनुवादक को लाखों रुपये कैसे मिलेंगे? जाहिर है, हम फिर ख़ुद को इसी दुष्चक्र के सामने पाते हैं।
यह स्पष्ट है कि हिंदी के प्रकाशन संसार को ज़्यादा पेशेवर होना होगा। उसे अपनी किताबों की गुणवत्ता पर भी ध्यान देना होगा, अपने लेखक के गुज़ारे पर भी और अपने बाज़ार के विस्तार पर भी। जो भाषा 50 करोड़ से ज़्यादा लोगों के बीच बोली और इससे भी ज्यादा बड़ी तादाद में समझी जाती हो, जिस भाषा में मामूली फिल्में पांच दिन में 100 करोड़ का कारोबार कर लेती हों, वहां अगर किताबों की 500 और 700 प्रतियां ही बिकती हैं तो यह शर्मनाक है। साफ तौर पर यह पेशेवर नज़रिए की कमी का नतीजा है जिसके कई रूप दिखते हैं। हिंदी में निकलने वाली पत्रिकाएं बाकी सारे ज़रूरी खर्चे करती हैं, मगर लेखक को पारिश्रमिक नहीं देतीं। हिंदी लेखक भी साम्यवाद के सबसे बड़े वकील हैं, लेकिन अपने लेखकीय श्रम का मूल्य चाहने वाले लेखक को वे हिकारत से देखते हैं- जैसे उनकी नज़र में लेखन के काम का श्रम से कोई वास्ता ही न हो।
क्या हिंदी के संसार में यह पेशेवर नज़रिया आएगा? यहां मुझे लेखकों और प्रकाशकों की नई पीढ़ी से कुछ ज़्यादा उम्मीद पैदा होती है। वाणी प्रकाशन की युवा वारिस अदिति माहेश्वरी ने पिछले कुछ दिनों टुकड़ा-टुकड़ा बातचीत अपनी किताबों को लेकर जो संजीदगी दिखाई है, अनुवाद से लेकर शोध तक पर जिस तरह की चिंता जताई है, उससे लगता है कि वे अपने प्रकाशन संस्थान को कहीं ज़्यादा पेशेवर रूप देने की तैयारी कर रही हैं। इस सिलसिले को और बढ़ाने की ज़रूरत है, वरना स्थितियां ज्यों की त्यों बनी रहेंगी- लेखक प्रकाशकों के पीछे, और प्रकाशक अफ़सरों और एजेंटों के पीछे भागते रहेंगे और यह मजबूरी हिंदी लेखक-प्रकाशक और हिंदी के पूरे संसार को छोटा बनाती रहेगी।

प्रियदर्शन जी से इस प्रसंग पर कुछ अधिक धारदार लेख की अपेक्षा थी। उन्होंने इस मामले में बहुत कुछ जाने पहचाने मुद्दों प्रसंगों को दुहराया भर है।
प्रियदर्शन ने हिन्दी प्रकाशन जगत की वास्तविकता को बहुत बेबाक शब्दों में बयान किया है – यह बात सही है कि इस स्थिति के लिए लेखक और प्रकाशक दोनों ने अपने स्तर पर कमजोरियां दिखाई हैं। हिन्दी प्रकाशक किताब के प्रमोशन को लेकर कतई संजीदा नहीं है। यहां तक कि साहित्यिक पत्रिकाओं तक में हिन्दी के वरिष्ठ रचनाकारों के नये प्रकाशनों के बारे में छोटा-सा विज्ञापन देना तक उन्हें फालतू का व्यय लगता है, इलैक्ट्रॉनिक मीडिया या समाचार पत्रों में विज्ञापन की तो बात ही क्या की जाए, जबकि यह बात सही है, किताब वही बिकती है, जिसका व्यापक प्रचार हो – चर्चा की संभावना भी उसी से बनती है। इस पर लेखकों और लेखक संगठनों को गंभीरता से विचार करना चाहिये।
छोटे से आलेख में अपने सारे जरूरी प्रश्नों पे चर्चा की है . ऐसे प्रयास पहले भी हो चुके है जब लेखको या लेखक समूह ने खुद प्रकाशन का जिम्मा लिया .पर स्थिति ज्यों की त्यों है .असल बात तो मार्केटिंग के अभाव की है ,उसके बगैर बात नहीं जमने वाली

हिन्दी साहित्य के मूल में(रचना में और उनके संप्रेषण के तरीकों में) बाज़ार के विरोध की अवधारणा है। अब बाज़ार के विरोध में लिखी गई कविता, कहानी या उपन्यास को अपने लिए बाज़ार खोजते हुए, उसी बाज़ार में जाने की जरूरत, उसे कई विरोधाभासी प्रश्नों से भर देती है। अधिकांश अंग्रेजी साहित्य का लेखन(उत्पादन) पूर्व निर्धारित बाज़ार के लिए योजना बद्ध तरीके से किया जा रहा है, जो लोग अंग्रेजी लेखन से करीब से जुड़े हैं, वे जानते है कि प्रकाशक द्वारा, उपन्यास के सिनाप्सिस को एप्रूव किए जाने पर वाक़ायदे लेखक को एक एजेन्ट हायर करने की सलाह दी जाती है, जो लेखन के दौरान लेखक को यह बताता चलता है कि अपनी कहानी में वह बाज़ार से जुड़ी किन बातों का ज़िक्र करता चले जिससे कहानी समय के साथ बाज़ार में अपनी जगह बना सके। कई बार तो कई पैराग्राफ तक एजेन्ट लेखको को लिखकर देता है, वह उसे सजेस्टिव प्रोमोशनल पेसेज कहते हैं। ऐसे में अधिकांशत: मध्यम वर्ग से आए विचाधाराओं और विरोधाभासों की सलीबें अपने कंधे पर उठाए, अनिश्चितता के अंधकार में भटकते लेखक का एक बड़ा और व्यापक पाठकवर्ग, जो उसे उसी बाज़ार से खरीद कर पढ़े जिसके वह सतत विरोध में खड़ा है,निर्मित होना धारा के विपरीत नाव खेकर पहाड़ी की चोटी पर पहुँचने की कोशीश करने जैसा है। हमारे हिंदी समाज में छद्म नैतिकता बार-बार वह किए जाने से प्रकाशक और लेखक को रोकती है, जो किताब को बेचने के लिए किया जाना जरूरी है। कवर पेज के लिए अच्छा चित्र खरीदो तो कला वादी, लोकार्पण करों तो प्रचारवादी और कुछ न करो तो नकारे निराशावादी। -विवेक मिश्र
