मिर्ज़ा साहब, मैं तो एक अफसानानिगार था लेकिन दुनिया की अदालत ने मुझ पर हमेशा एक अश्लील लेखक होने का इल्जाम लगाया. कभी पाकिस्तान सरकार ने कहा कि मैं कम्युनिस्ट हूँ, शक के काबिल हूँ, और कभी मुझे महान लेखक होने की उपाधि दी. कभी मुझसे जिंदा रहने का ज़रा सा मौका तक छीन लिया गया, तो कभी रहम कर भीख में कुछ दे दिया गया. कभी उन्होंने कहा मैं बाहर का आदमी हूँ, फिर अपनी ही मर्जी से अपने पास बुला लिया. मैं समझ चुका था, उनकी नजरों में मैं हमेशा एक बाहर का आदमी ही था; सिर्फ पाकिस्तान सरकार ही क्यों, मैं किसी भी सरकार या ताकत के लिए बाहर का ही आदमी था, एक मुहाजिर. आपकी ज़िन्दगी भी तो उसी तरह कटी थी. बार-बार खुद से सवाल किया, तो फिर मैं कौन हूँ? कहाँ का हूँ? पाकिस्तान में तो मेरी कोई जगह नहीं बन सकी, मिर्ज़ा साहब, फिर भी मैं पागलों की तरह उस जगह को तलाशता रहा. और इसी वजह से कभी किसी अस्पताल, तो कभी पागलखाने में मेरे दिन बीते. सबने मुंह पर थूका. मंटो! अरे वह अश्लील लेखक, वह पोर्नोग्राफर! सारा दिन शराब पीता है, शराब के लिए पैसे उधार लेता है, भीख मांगता है और उसके बाद अपने दोजख में घुसकर गन्दी-गन्दी कहानियां लिखता है.
भाईजान लोग, ये सब तो बहुत पहले ही शुरू हो चुका था. मुल्क तब तक दो टुकड़ों में नहीं बंटा था. ‘काली सलवार’ कहानी के निकलते ही हंगामा शुरू हो गया था. उस बार लाहौर के सेशन कोर्ट ने मुझे बरी कर दिया था. फिर ‘धुआं’ के खिलाफ मुझ पर अश्लीलता का आरोप लगा. चार्जशीट में ‘धुआं’ के साथ ‘काली सलवार’ को भी जोड़ दिया. 1944 के सितम्बर का महीना, लाहौर के एक खुफिया पुलिस ने आकर मुझे गोरेगांव थाने में हाज़िर होने को कहा. थाना पहुँचते ही मुझे गिरफ्तार कर लिया गया. गिरफ्तारी का परवाना देखना चाहा तो एक ऑफिसर ने कहा, “वह आपको नहीं दिखाया जा सकता’.

-वारंट बिना दिखाए आप मुझे अरेस्ट नहीं कर सकते.
