आज शिक्षक दिवस है। आज पढ़ते हैं एक ऐसे अध्यापक की पुस्तक के अंश जिन्होंने उत्तर बिहार में नेपाल की सीमा के पास के क्षेत्रों में स्कूल-कॉलेजों में अध्यापन किया, स्कूल-कॉलेजों की स्थापना में सक्रिय भूमिका निभाई, शिक्षक आंदोलन में सक्रिय भागीदारी की। शिक्षा के माध्यम से सामाजिक परिवर्तन के अग्रदूत रहे। श्री श्याम नारायण मिश्र की पुस्तक ‘अध्यापकीय जीवन का गुणनफल’ उनके अध्यापकीय जीवन यात्रा का पाठ तो है ही आज़ादी के बाद सुदूर इलाक़ों में शिक्षा विकास संबंधी प्रयासों का दस्तावेज भी है। एक महत्वपूर्ण पुस्तक के कुछ अंश पढ़िए-

1940 और 50 के दशक में जब मैं विद्यार्थी था तब हाई स्कूल प्रायः जिला मुख्यालयों, रेलवे स्टेशन के आसपास या किसी बड़े ज़मींदार की हवेली से लगे बाज़ारों में ही हुआ करते थे। आज़ादी के बाद 1960 और 70 के दशक में गाँव-गाँव में जन सहयोग से विद्यालय खुलने लगे। इस प्रकार माध्यमिक शिक्षा का प्रसार तो हुआ, लेकिन इन विद्यालयों में काम करने वाले शिक्षकों की स्थिति बद से बदतर होती चली गई। बहुत सारे पढ़े-लिखे युवाओं ने बेहतर भविष्य की उम्मीद में इन विद्यालयों में शिक्षक के रूप में काम करना शुरू किया था। उनमें से अनेक लोगों के मन में शिक्षा के प्रति अनुराग भी था और आगे बढ़ने की ललक भी। वे समाज का भला भी चाहते थे और समाज का भी, लेकिन अधिकाँश ग्रामीण स्कूलों के शिक्षकों का अपना ही भविष्य अनिश्चित था। विद्यालय के पास आय के स्रोत सीमित थे इसलिए वेतन समय पर और पूरा मिल नहीं पाता था। सरकार की ओर से यथोचित सहयोग मिल नहीं रहा था। इस बीच जिन शिक्षकों ने अपने युवा अवस्था में इस पेशे को चुना था उनकी जिम्मेवारियाँ बढ़ रही थीं। इन्हीं परिस्थितियों में शिक्षक धीरे-धीरे संगठित होने लगे और दो दशकों के सांगठनिक कार्य और एकाधिक आंदोलनों के बाद अन्ततः 1980 में बिहार के माध्यमिक विद्यालयों का सरकारीकरण हुआ।
शिक्षक-संघ के सांगठनिक क्रियाकलापों में मैं निरंतर सक्रिय रहा। जैसा कि पहले के अध्यायों में वर्णित हुआ मुझे एक समय केंद्र सरकार की नौकरी भी मिली जिसमें नियमित वेतन भुगतान और पदोन्नति की गारंटी थी, लेकिन उस नौकरी के दौरान एकाध साल के भीतर ही मुझे यह समझ में आ गया कि अध्यापन के अलावा और किसी काम में मेरा मन नहीं रमेगा। ऐसी स्थिति में जब मैं अपनी और अपने साथी अध्यापकों की स्थिति पर गौर करता था तो मन में कचोट सी उठती थी। इन्हीं भावनाओं की साथ मैं शिक्षक-संघ की गतिविधियों में निरंतर सक्रिय रहता था। शिक्षक-संघ के साथ जुड़ाव ने मुझे विद्यालय के बाहर की दुनिया से भी जोड़े रखा। इन आंदोलनों ने मुझे निरंतर लिखने-पढ़ने की प्रेरणा भी दी। इस दौरान मेरी रचनाएँ प्रकाशित होती रहीं और कई बड़े मंचों से हजारों शिक्षक साथियों के समक्ष कविता पाठ का मौका भी मिला।
शिक्षक-संघ पहले से ही मौजूद था, लेकिन उसमें 1960-70 के बाद ग्रामीण शिक्षकों की सक्रियता बढ़ती चली गई। शहर के स्कूलों के शिक्षक शिक्षक-संघ के सदस्य होते थे, लेकिन वे संघ की गतिविधियों में बहुत रुचि नहीं लेते थे। शहर के स्कूलों में प्रायः वेतन आदि का भुगतान नियमित रूप से हो जाता था। शहर के बहुत सारे स्कूल राजकीय स्कूलों की श्रेणी में आते थे और उनके शिक्षक राज्य के कर्मचारी माने जाते थे। उन स्कूलों के आलावा अगर शहरों के कुछ स्कूल राजकीय श्रेणी के स्कूल नहीं भी थे तब उन स्कूलों में विद्यार्थियों की सँख्या अधिक होती थी। विद्यार्थियों की अधिक सँख्या होने के कारण उन स्कूलों के संसाधनों की उतनी कमी नहीं थी। इस परिस्थिति शिक्षक-संघ से क्रमशः ग्रामीण शिक्षकों का जुड़ाव बढ़ता गया और शिक्षक-आंदोलन को नई ऊर्जा मिली।
संघ के कार्यों में मेरी सक्रियता विशेष रूप से 1968 के बाद बढ़ी। उस वर्ष उच्च विद्यालय, समर्था में शिक्षक-संघ की प्रखंड स्तरीय आम सभा आयोजित की गई। उस बैठक में मुझे अगले सत्र के निर्विरोध प्रखंड अध्यक्ष चुना गया। उसके बाद से मैंने संघ के कार्यों में बढ़ चढ़कर हिस्सा लिया। मेरे सम्मुख संघ का जो भी कार्य आता था मैं उसे पूरी तत्परता से करता था। फलस्वरूप दो वर्ष बाद 1970 में मुझे रोसड़ा अनुमंडल का निर्विरोध अध्यक्ष चुना गया।
संघ के प्रति मेरी निष्ठा के कारण ही मुझे समस्तीपुर जिला माध्यमिक शिक्षक संघ की ओर से राज्य कार्यकारिणी के सदस्य के रूप में चुना गया। बिहार माध्यमिक शिक्षक संघ की कार्यकारिणी में बिहार के हर डिस्ट्रिक्ट से एक कार्यकारिणी सदस्य होता था। बिहार राज्य माध्यमिक शिक्षक संघ को विचार विमर्श कर के राज्य के समस्त शिक्षकों के कल्याण के लिए कार्यक्रम की रूपरेखा बनानी पड़ती थी।जिस समय मैं राज्य की कार्यकारिणी का सदस्य था उस समय श्री जगदीश शर्मा माध्यमिक शिक्षक संघ, बिहार के अध्यक्ष थे और चंदेश्वर नारायण सिंह सचिव थे। संघर्ष और आन्दोलन के अलावा राज्य की कार्यकारिणी में शिक्षा के स्तर में सुधार पर भी बातें होती थीं। शैक्षणिक कार्यक्रम के संचालन के लिए प्रत्येक जिला में शिक्षा-गोष्ठी नाम की एक इकाई होती थी। प्रत्येक जिला में किसी शिक्षक को शिक्षा-गोष्ठी का अध्यक्ष चुना जाता था। शिक्षा-गोष्ठी का कार्य शिक्षा में सुधार पर विचार करना होता था। जिला स्तर से जो सुझाव आते थे उन पर राज्य कार्यकारिणी में विचार होता था। शिक्षा में सुधार के साथ-साथ शिक्षक-आंदोलन की रणनीतियों पर भी चर्चा होती थी और प्रायः ऐसी चर्चाओं में असहमति के स्वर भी उभरते थे। ऐसा एक प्रसंग मुझे याद है। एक बैठक में सचिव चंद्रेश्वर नारायण सिंह जी ने यह प्रस्ताव दिया कि शिक्षक उस वर्ष माध्यमिक बोर्ड की परीक्षा की कॉपी जाँचने में सहयोग नहीं करेंगे और मूल्यांकन की तिथि से ही शिक्षक आंदोलन पर चले जाएँगे। सरकार को शिक्षकों की समस्याओं के प्रति आगाह करने के लिए यह प्रस्ताव कार्यकारिणी के समक्ष प्रस्तुत हुआ था। इस प्रस्ताव पर कार्यकारिणी में दो प्रकार के विचार थे। कुछ सदस्य इससे सहमत थे जबकि अन्य सदस्यों को लग रहा था कि इससे शिक्षकों का तात्कालिक हित प्रभावित होगा जिसकी वजह से बहुत सारे शिक्षक इससे खुश नहीं होंगे। दरअसल कॉपी जाँचने के एवज में शिक्षकों को कुछ पारिश्रमिक मिल जाता था। उस समय वेतन का भुगतान अनियमित था इसलिए इस तरह की राशि शिक्षकों के लिए मायने रखती थी। आखिर जब इस प्रस्ताव पर सहमति नहीं बनी तब इसके लिए वोटिंग हुआ। कार्यकारिणी में बहुमत से यह प्रस्ताव पारित हो गया। जो शिक्षक इस प्रस्ताव पर सहमत नहीं थे उन्होंने इस पर पुनर्विचार करने का अनुरोध किया। पुनर्विचार के बाद लगातार तीसरी बार भी अधिक वोट सचिव के प्रस्ताव के समर्थन में ही आए। मैं भी इस प्रस्ताव के विरोध में था। अंत में मैंने कहा कि राज्य की कार्यकारिणी से अधिक सक्षम पार्षदों की कमिटी है। चूँकि इस प्रस्ताव पर कुछ साथियों का ज़ोरदार विरोध है इसलिए पार्षदों की कमिटी के समक्ष इसे विचार के लिए रखा जाना चाहिए। मेरी यह बात मान ली गई। इस प्रस्ताव पर पार्षदों ने विचार किया और उस कमिटी में यह पारित नहीं हुआ। अन्ततः मूल्यांकन की तिथि से आंदोलन शुरू नहीं हुआ।
बिहार माध्यमिक शिक्षक संघ का कार्यालय जमाल रोड, पटना में है। वहाँ माध्यमिक शिक्षक संघ के सभी सदस्यों के ठहरने की अच्छी व्यवस्था है। माध्यमिक शिक्षक संघ की तरफ से तब ‘प्राच्य-प्रभा’ नाम की एक मासिक पत्रिका प्रकाशित होती थी। उस पत्रिका में मेरी एक कहानी ‘सन्यासी’ प्रकाशित हुई थी। मेरी एक कविता उन दिनों काफी लोकप्रिय हुई थी – ‘युवक ! क्या तुम शिक्षक बनोगे?’ इसा कविता का पाठ मैंने सबसे पहले छपरा के आयोजित माध्यमिक शिक्षक संघ के राज्य सम्मलेन में किया था।
कविता लम्बी थी। कविता के प्रत्येक चरण में वाचक अध्यापन कर्म के किसी पहलू को रेखांकित करते हुए युवक से आग्रहपूर्वक पूछता है कि क्या वह शिक्षक बनना चाहेगा। युवक उत्तर में हमेशा कुछ और बनने की इच्छा जाहिर करता है। वाचक कहता है कि शिक्षक ज्ञान की गठरी को खोलकर लोगों के सामने प्रस्तुत करना है। युवक को लगता है कि अगर ज्ञान की ही बात करनी है तो वह मठाधीश बनेगा और प्रवचन करेगा। वाचक कहता है कि शिक्षक की नेतृत्वकारी भूमिका भी है – वह लोगो को आगे की राह बताता है। युवक कहता है कि अगर नेतृत्वकारी भूमिका का ही निर्वाह करना है तो मुझे नेता और मंत्री ही बनवा दो।
युवक ! क्या तुम शिक्षक बनोगे?
शिक्षक पढ़ता है
सुबह-शाम लिखता है
ज्ञान की गठरी खोल
युग को बिखेरता है
युवक ! क्या तुम शिक्षक बनोगे?
नहीं जी।
मुझे तो मठाधीक्षक बना दो
मठ में बैठकर
हलवा-पूड़ी खाऊँगा
अंधभक्त टोली पर माँग फरमाऊँगा
अगर कोई शिष्य बन जाए तो
मालोमाल हो जाऊँगा।
शिक्षक नेता है
शिक्षक प्रणेता है
शिक्षक जन-मन चेता है
युवक! क्या तुम शिक्षक बनोगे?
नहीं जी।
मुझे तो मंत्री बनवा दो
सभा में बैठ कर मंच हिलाऊँगा
बजट एलोकेशन में
लाखों कमाऊँगा
कविता के अंतिम हिस्से में शिक्षकों के लिए मंच से होने वाले ‘गुरुर ब्रह्मा गुरुर विष्णु , गुरुर देवो महेश्वरः’ जैसे आलंकारिक उदबोधन का हवाला देकर युवक से पूछा गया कि क्या वह शिक्षक बनना चाहेगा। यवक पर इस आलंकारिकता का कोई असर नहीं पड़ता है:
शिक्षक ब्रह्मा है
शिक्षक विष्णु है
युवक ! क्या तुम शिक्षक बनोगे?
नहीं जी। मुझे तो टिकट चेकर बना दो
अलुआ की बोरी से, बैगन की झोरी से
चवन्नी बनाऊँगा*
आठ आने पैसे में पहलेजाघाट** पहुँचाऊँगा।
इस कविता में लक्षित व्यंग्य पर श्रोताओं का समूह हँस पड़ता था, लेकिन इसमें मेरी पीड़ा भी व्यक्त हुई थी।जैसा कि मैंने जिक्र किया है कि वेतन आदि की दृष्टि से कुछ बेहतर विकल्प होते हुए भी मैंने अध्यापन को अपना पेशा बनाया। पोस्ट ऑफिस की नौकरी करने गया तो मन नहीं लगा। मन अध्यापन में ही रमा हुआ था इसलिए वहाँ से लौट आया। मेरी पीड़ा थी कि क्या भविष्य में प्रतिभाशाली युवक स्वेच्छा से अध्यापन को एक उद्यम के रूप में चुनेंगे। यह पीड़ा आज भी है। चूँकि बेरोजगारी बहुत है इसलिए अध्यापकों की जब नियुक्ति होती है तब अभ्यर्थियों का ताँता लग जाता है, लेकिन अगर अभ्यर्थियों के पास आज पोस्ट ऑफिस या रेलवे में क्लर्क की नौकरी का भी विकल्प हो तो क्या वे शिक्षक बनना चाहेंगे? इन्हीं प्रश्नों के साथ और अध्यापन-कर्म से लगाव के कारण मैं शिक्षक आंदोलन से जुड़ा रहा। प्रत्येक वर्ष माध्यमिक शिक्षक संघ का राज्यस्तरीय वार्षिक सम्मेलन किसी शहर में आयोजित होता था। मैं प्रायः सभी सम्मेलनों में भाग लेने जाता रहा। जहाँ तक मुझे याद है मैंने छपरा, धनबाद, जमशेदपुर, लखीसराय, पूर्णिया आदि में आयोजित राज्यस्तरीय वार्षिक सम्मेलनों में भाग लिया।
*उत्तर बिहार के पैसेंजर टर्म में सब्जी की बोरी ढोने वाली सवारियों से टिकट चेकर पैसे वसूलते थे। यह आम दृश्य था।
** जब गंगा पर महात्मा गाँधी सेतु नहीं बना था तब उत्तर-बिहार से पटना जाने के लिए पहले पहलेजाघाट आना पड़ता था और वहाँ से पटना के महेन्द्रू घाट के लिए स्टीमर चलता था। उत्तर बिहार से बहुत सारी ट्रेन पहलेजा घाट तक आती थी। ऐसी ट्रेन में बिना टिकट यात्रा करने वाले यात्रियों से टिकट चेकर पैसे वसूलते थे।
माध्यमिक विद्यालयों का सरकारीकरण
शिक्षक आंदोलन क्रमशः माध्यमिक विद्यालयों के सरकारीकरण की माँग पर केंद्रित होता चला गया। राजय में कुछ गिने-चुने राजकीय विद्यालय थे। बड़ी सँख्या में विद्यार्थी गैर राजकीय विद्यालयों में पढ़ते थे और अधिकाँश शिक्षक उन्हीं विद्यालयों में कार्यरत थे। ये विद्यालय सामुदायिक प्रयासों से स्थापित हुए थे और इन्हें सरकार की ओर से सीमित सहयोग मिलता था। समय आ गया था कि सरकार अब इन विद्यालय में पढ़ने वाले विद्यार्थियों और कार्यरत शिक्षकों की पूरी ज़िम्मेवारी ले।
स्कूलों के सरकारीकरण की मांग को लेकर पहला बड़ा प्रदर्शन 12 अगस्त, 1975 को दिल्ली के वोट कलब पर हुआ। उस समय अखिल भारतीय माध्यमिक शिक्षक-संघ के महासचिव समस्तीपुर के. ई. एच. स्कूल के प्रधानाध्यापक वृंदा प्रसाद सिंह ‘वीरेंद्र’ थे इसलिए शिक्षक-संघ के समस्तीपुर इकाई को ही इस प्रदर्शन का नेतृत्व करना था। मैं समस्तीपुर से राज्य कार्यकारिणी का सदस्य था और इस इकाई का एक सक्रिय सदस्य था। समस्तीपुर के पांच अन्य साथियों के साथ इस प्रदर्शन में भाग लेने दिल्ली गया। दिल्ली में तब श्रीमती इन्दिरा गाँधी की सरकार थी। प्रदर्शन में लगभग अलग-अलग राज्यों से दस हजार शिक्षक शामिल हुए। इंडिया गेट से राष्ट्रपति भवन तक शिक्षकों का मार्च हुआ। इस मार्च में दो नारे प्रमुखता से लगाए जा रहे थे:
एक मात्र है माँग हमारी
हाई स्कूल करो सरकारी
इन्दिरा तेरे समाजवाद में
शिक्षक भूखे मरते हैं
इस मार्च के बाद वोट कलब पर शिक्षकों की एक सभा हुई जिसे अलग-अलग प्रांतों से आए प्रतिनिधियों ने सम्बोधित किया। सबने विद्यालयों के सरकारीकरण के पक्ष में अपने-अपने तर्क रखे और सरकार से इस माँग को स्वीकार करने की अपील की।
उन दिनों मेरा मित्र रामकृपाल राज्य सभा का सदस्य था। मैं और समस्तीपुर से गए मेरे साथी शिक्षक रामकृपाल के सांसद आवास पर ही ठहरे हुए थे। प्रदर्शन के बाद हमलोगों ने आगरा में ताजमहल देखा और मथुरा जाकर भगवान कृष्ण के दर्शन भी किए। आगरा और मथुरा के संक्षिप्त भ्रमण के बाद हमलोगों ने 15 अगस्त, 1975 को लाल किला पर झंडोतोलन भी देखा। हमलोग ने 14 अगस्त की रात को मथुरा से दिल्ली के लिए ट्रेन पकड़ी थी। 15 की सुबह हमलोगों ने दिल्ली रेलवे स्टेशन से लाल किला के लिए प्रस्थान किया। लाल किला के सामने का मैदान खचाखच भरा हुआ था। लोग ‘भारतमाता की जय’ के नारे लगा रहे थे। झंडोतोलन के बाद प्रधानमंत्री इन्दिरा गाँधी का भाषण हुआ। भाषण के अंत में श्रीमती गाँधी ने बुलंद आवाज में ‘जय हिन्द’ का नारा लगाया। जवाब में उपस्थित जनसमूह ने एक स्वर में ‘जय हिन्द’ का नारा लगाया। ‘जय हिन्द’ के नारे से लालकिला के सामने का परिसर गूँज उठा। नारा लगाने वालों में हमलोग भी शामिल थे। मैंने सोचा कि अभी तीन दिन पहले हमलोग इन्दिरा गाँधी के विरुध्द नारा लगा रहे थे और आज इन्दिरा गाँधी के साथ नारा लगा रहे हैं। लेकिन शायद यही भारत के लोकतंत्र की खूबसूरती भी है।
दिल्ली में आयोजित प्रदर्शनों से शिक्षक-आन्दोलन को ताकत अवश्य मिली, लेकिन विद्यालयों के सरकारीकरण की असली लड़ाई राज्य स्तर पर लड़ी गई। इस बीच सरकार बदल चुकी थी। बिहार में जनता पार्टी की सरकार के मुख्यमंत्री थे रामसुन्दर दास। नए मुख्यमंत्री के सामने एकाधिक बार सरकारीकरण की माँग रखी गई, लेकिन उन्होंने उसे अनसुना किया। अंत में सरकारीकरण के लिए सरकार पर दवाब बनाने के उद्देश्य से बिहार माध्यमिक शिक्षक संघ ने जेल भरो अभियान का आह्वान किया। इस बीच मैंने साखमोहन स्कूल से अपना स्थानांतरण दरभंगा के मनीगाछी प्रखंड के एक विद्यालय में करवा लिया था। संघ के कामों में मेरी सक्रियता यहाँ भी बनी रही। मैंने अपने नए विद्यालय के अध्यापकों की मीटिंग बुलाई और कहा कि जेल भरो अभियान में हमें भी शामिल होना चाहिए। विद्यालय के दो अध्यापक श्री भरत यादव और राजेंद्र मंडल ने कहा कि अगर आप हमलोगों के साथ चलेंगे तो हमें जेल जाने में कोई दिक्कत नहीं है। मैं भी तैयार हो गया और हम तीनों ने पटना की ट्रेन पकड़ी।
जब हमलोग पटना पहुँचे तो हमने देखा कि गाँधी मैदान में जेल जाने वाले शिक्षकों की भीड़ उमड़ी हुई है। दूसरी तरफ सरकार की तरफ से भी पूरी तैयारी थी। पुलिस की बंदोबस्ती थी और बिहार राज्य परिवहन निगम की बसें कतार में खड़ीं थीं। घोषणा की गई कि जिन लोगों को भी जेल जाना है वे बस में बैठ जाएँ। शिक्षक-संघ के पदाधिकारियों की ओर से निर्देश आया कि एक जिला के शिक्षक एक साथ इकठ्ठा होकर बस में बैंठें। बस गाँधी मैदान से चली तो दानापुर स्टेशन पर जाकर रुकी। वहाँ से हमलोगों को जेल ले जाने के लिए स्पेशल ट्रेन की व्यवस्था की गई थी। प्रत्येक जिला के अध्यक्ष और सचिव अपने-अपने जिला के शिक्षकों के साथ ट्रेन में सवार होने लगे। जिला शिक्षक संघ, दरभंगा की ओर जेल जाने वाले शिक्षकों को खाने के लिए दो-दो केले दिए गए। मैं इससे पूर्व कभी जेल नहीं गया था। सरकार की ओर से किसी प्रकार की कोई बाध्यता नहीं थी। शिक्षक स्वेच्छा से जेल जा रहे थे। गाड़ी में बैठकर ऐसा अनुभव हो रहा था कि हमलोग किसी यात्रा पर जा रहे हैं। गाड़ी खुली और भागलपुर जंक्शन पर रात के ग्यारह बजे पहुँची।
ट्रेन में पुलिस के मुश्किल से दो-तीन सिपाही थे। शिक्षकों से कहा गया कि उन्हें सुबह जेल ले जाया जाएगा। रात में उन्हें स्टेशन पर ही विश्राम करने के लिए कहा गया। मैं पोस्ट ऑफिस की अपनी नौकरी के सिलसिले में भागलपुर में रह चुका था इसलिए मुझे इस शहर का कुछ अंदाज था। अपने दो शिक्षकों के साथ रात्रि विश्राम के लिए मैं धर्मशाला में चला गया।
जेल के अधिकारियों ने कैदियों की जिलावार सूची बनाई और फिर हमें जेल के अंदर ले गए। दरभंगा जिला से कुल 256 शिक्षक जेल में थे। जेल में अंदर एक कम्बल बिछा हुआ था और बिस्तर पर ओढ़ने के लिए भी एक कम्बल रखा हुआ था। बिस्तर के बगल में तीन का एक ग्लास रखा हुआ था। एक थाली भी थी।
मुझे शिक्षकों ने भोजनमंत्री बना दिया। मैं दो तीन शिक्षकों के साथ स्टोर में जाता था और वहाँ से चना गुड़ लेकर शिक्षकों के बीच बाँट देता था। बाँटने का कार्य शिक्षक मिलजुल कर करते थे। दिन का खाना तो ठीक था। दिन में चावल, दाल और सब्जी दी जाती थी, लेकिन रात में बस रोटी और दाल। रोटी का स्वाद बहुत ही खराब था। शिक्षकों ने शोर मचाया कि ख़राब आटे की रोटी परोसी जा रही है। बिहार माध्यमिक शिक्षक संघ के सचिव वीरेन्द्र शर्मा भी एक बार शिक्षकों से मिलने भागलपुर जेल आए तो शिक्षकों ने उन्हें जिस आटे से रोटी बनती थी उसका नमूना दिया। वे नमूना लेकर पटना गये, लेकिन रोटी में कोई सुधार नहीं हुआ। भोजन कैदियों के साथ सामूहिक ही बनता था। कैदी लोग ही खाना लेकर आते थे और शिक्षकों के बीच परोस देते थे। एक बार खाना दे देने के बाद दुबारा कोई नहीं पूछता था। शिक्षकों ने आगाह किया कि अगर खाने का स्तर नहीं सुधरा तो वे आंदोलन करेंगे। शिक्षकों ने माँग रखी कि उनके खाने की व्यवस्था अलग से की जाए। जेल प्रशासन ने शिक्षकों की बात सुनी और उनके खाने की व्यवस्था अलग कर दी गई।
जेल में बैरक को छह बजे शाम से ही बन्द कर दिया जाता था। एक- दो दिन ऐसा हुआ कि रात्रि का भोजन भी दिन में 5 बजे दे दिया गया। एक कैदी ही संतरी के रूप में बैरक में आता था और कैदी-शिक्षकों की गिनती कर लिया करता था। इसके बाद अपने-अपने बिछावन पर हमलोगों को सो जाना पड़ता था।
शिक्षकों ने माँग की कि उनका बैरक छह बजे नहीं बन्द किया जाए। हमलोगों ने सायंकाल में सांस्कृतिक कार्यक्रम आयोजित करने का निर्णय लिया। जेल प्रशासन ने हमारा यह अनुरोध भी स्वीकार कर लिया। बैरक के बाहर एक बरगद का पेड़ था। उसी के नीचे एक दो कम्बल बिछाकर मंच बना दिया जाता था। उसी पर हम लोग बैठ जाते थे। क्रम-क्रम से सभी शिक्षक बैरक से बाहर आकर उसी पेड़ के नीचे बैठ जाते थे। हमलोगों की संख्या 735 थी। अच्छी खासी भीड़ इकट्ठा हो जाती थी। होली का समय था कुछ शिक्षक थाली बजाकर ही होली गाते थे। कुछ अध्यापक अपनी कविता का पाठ करते थे। एक शिक्षक-कैदी माधव जी अच्छे गायक थे। वे अपना गाना प्रस्तुत करते थे। हास्य और व्यंग भी मंच से प्रस्तुत किया जाता था। जेल में सांस्कृतिक कार्यक्रम प्रस्तुत करके हमलोगों एक अलग ही समा बाँध दिया करते थे। खाने में भी सुधार हो गया। कभी-कभी शिक्षक बैरक के अन्दर भी थाली बजाकर होली गाते थे। व्यस्कों का समूह भी अवसर मिलने पर बच्चों जैसा व्यवहार करने लगता है। कभी-कभी लगता था कि यह शिक्षकों का समूह नहीं, बल्कि किशोरों का समूह है।
हमलोगों के बीच एक शिक्षक पंडितजी थे। वे मुसलमान शिक्षक के साथ बैठकर खाना नहीं खाना चाहते थे। जब हमलोग खाने के लिए बैठते तो खाने के समय कोई एक शिक्षक मुसलमान शिक्षक साथी का हाथ पकड़ लेता था और अपना दूसरा हाथ किसी दूसरे शिक्षक साथी की ओर बढ़ा देता था। फिर क्रम-क्रम से प्रत्येक शिक्षक एक दूसरे का हाथ पकड़ लेते थे। इस प्रकार मुसलमान शिक्षक साथी से शुरू होकर एक मानव-शृंखला निर्मित हो जाती थी। जब पंडित जी को इस मानव-शृंखला से जोड़ने की कोशिश की जाती तो वे अपनी थाली लेकर दूसरी पँक्ति में भाग जाते थे। उनके इस आचरण से मुसलमान साथी सहित तमाम शिक्षक हँसने लगते थे। पंडित जी को खुद भी हँसी आ जाती थी।
जेल में एक दिन अचानक घोषणा हुई कि राम सुन्दर दास जी की सरकार गिर गई है। रामसुन्दर दास ऐेसे मुख्यमंत्री थे जो शिक्षकों के प्रतिनिधि से बात नहीं करना चाहते थे। शिक्षक किसी हद तक ख़ुश थे कि आंदोलन के बाद विद्यालयों का सरकारीकरण तो नहीं हुआ, लेकिन रामसुन्दर दास की सरकार गिर गई। सरकार गिराने के बाद शिक्षकों को जेल से छोड़ देने का आदेश आया। आदेश आने के अगले ही दिन हमलोगों को जेल से छोड़ दिया गया।
रामसुन्दर दास जी की सरकार गिरने के बाद डॉ जगन्नाथ मिश्र की सरकार बनी। हमलोगों ने एक दिन अचानक सुना कि 2 अक्टूबर, 1980 से सभी माध्यमिक विद्यालयों का सरकारीकरण कर दिया गया है। इस घोषणा से अध्यापकों के बीच प्रसन्नता की लहर फैल गई। माध्यमिक शिक्षकों को वे सारी सुविधाएँ देने की घोषणा हुई जो सरकारी कर्मचारियों को दी जाती थी। आखिर शिक्षकों का आन्दोलन सफल हुआ। बीच में परिस्थिति कुछ ऐसी बन गई थी कि माध्यमिक विद्यालय के कुछ शिक्षकों ने मध्य विद्यालय में जाना शुरू कर दिया था क्योंकि मध्य विद्यालय में वेतन भुगतान नियमित रूप से होता था। माध्यमिक विद्यालयों के सरकारीकरण से यह विसंगति दूर हो गई।
